As educational technology and teaching increasingly close, requirements about the capacity of educational technology to teacher are more and more significant. Educational Technology from the ancillary support to the present curriculum reform under the network environment, not only from the form of changing the traditional teaching model, but also as far as the effectiveness and efficiency in teaching, even more a strong vitality emerged compared with that. Further to consolidate and develop this new teaching methods, the development driving our country to educate quality of teaching good but quick is having important significance. Therefore, the state Department of Education has issued a "technical skills training, primary and secondary educational technological standards" and a national primary and secondary teacher education training programs and basic proposal in ET (educational technology). Training programs, mainly from the national to provincial and then to counties for training, using one level, face to face approach to training, but this method of training for tens of millions of primary and secondary school teachers in the country, not only is a long cycle, low efficiency, but also is a enormous challenge.In order to resolve this arduous task of the training, I obtain the fundamental condition inquiring into the middle and primary school teacher, and combined with the current network to study the characteristics of an exclusive plan to build training platform of ET capacity in primary and secondary teacher by investigate and study. Basing on survey data analyze, explore, and strive to be innovative about design of the training platform in platform's structure and performance can basically satisfy the teacher training requirements.In platform design and exploitation, emphasis on combining theory and practice, precise analysis of theory, summarized in theory, enrich and develop the theory; in practice, focusing on the important role of technical design, achieving courage and earnestly practice, pioneering and innovative. In the design process of training platform, to combine with constructivism theory, cognitive load theory to build a remote training environment; summarized the general steps to the human cognitive process and learning process , then carry out and steps and put forward the process of design theory, to right training platform for modular structure design, and described process of the basic concepts and characteristics in the text of the module design. In the training platform development is based on ASP.NET and Access database technology, focusing on web design principles, to ensure the site's performance is stable.In the experimental stage, through a survey to some teachers to understand running results of the training platform for test, and the attitudes and perceptions about the design of teacher training platform. Summarized the collected data to find the problem, according to their actual situation on the Web site problems to debug and modify.Finally, by the analysis of the current status and future trends about the development of educational technology at home and abroad, and put forward some viewpoint and the direction making great efforts of self.
