Intensive Development is the only way to the development of colleges and universitiesand is also to improve the quality of Higher Education.Optimizing the internal organizationalstructure of universities is the primary task to achieve intensive Development. Secondarycollege is the basic academic organizational structure of the universities, the unit to achieveInternal discipline layout and resources allocation.In the enrollment process the localcomprehensive universities had rapidly grown up,in the control of expansion of scale "seekingperfection big" ideas, great changes have taken place in college settings. Due to the lack of aunified set of standards and guidelines for the scientific system, there are a lot of blindness inthe college setting.In this study, the Author define the related concepts, the local comprehensive university,colleges and State University with the literature research;Analysis and discussion spans frommanagement theory, economies of scale and scope of economic theory, organizational theoryand group theory three aspects of knowledge innovation, exploring the theoretical basis of localcomprehensive university college settings; From a policy-oriented, academic development,personnel training, social needs and schools seeking to locate five areas based on local realitiescomprehensive university college settings.State University and Chinese local comprehensive university have the correspondingrelations on the types and functions, and the status of higher education systems in theirrespective countries is similar, therefore comparability and learn from nature is feasible. Theauthor collect data on the college setting from the university’s website of part of StateUniversity and Chinese local comprehensive university, multi-angle, multi-level statisticalanalysis using data analysis method, provides strong support for this study. To explore the issueon the college setting of our local comprehensive university and found that there are too muchcolleges to local comprehensive university, discipline overall low level, the standard of settingchaos, science and engineering college set up problems highlighted other issues. And uncoverthese deep problems hidden behind the appearances. too wide span and too narrow collegecaliber.Which will reduce the efficiency of management, the formation of resource barriers,hinder academic development, increase costs of student training, thereby affecting the well-runschool college Management System, the construction of knowledge innovation clusters,complex, innovative talents training and recruitment and employment situation, ultimatelyaffect the overall level of the university. To the existing problems, combined with analysis ofits theoretical basis and practical basis, drawing on experience of enlightenment similar foreignuniversities, proposed seven setting standards to local comprehensive university colleges:10orso colleges is appropriate, to specialty catalog as a benchmark, set at a higher academic level, to promote cross-disciplinary setting, emphasis on specialty college building, to avoid duplication,to integrated-oriented, or incorporated into guidelines. And made the followingrecommendations on how to regulate and adjust our local comprehensive university collegesetting:Reduce the number of colleges, broadening college caliber; norms existing college name;enhanced materialized college degree, improve internal management level of university;attention to the construction of characteristics college; trial division of the system, and soon.The study is of great significance in promoting the Intensive Development of Chinesecolleges and universities, overall improvement of higher education quality and promoting theregional economic and social development.
