With the advancement of the higher education in China, provincial colleges anduniversities’ responsibilities of personnel training, science-technology innovation, andregional economic and social development become more and more important.Teachers in colleges and universities are the main force of scientific and technologicalinnovation. Statistics show that provincial university teachers bear80%of ourresearch and projects. So it is important to do research of the provincial teachers’ability of science and technology innovation which is crucial for implementing thescientific development view, accelerating the construction of regional innovationsystem, promoting local economic and social development.This research focus on Shandong provincial colleges and universities, from theperspective of university teachers, combined with the regional social economicdevelopment in our province, reference from western human resource managementtheory and incentive theory research. In detail This paper firstly analyzes statisticsinformation of college technology and finds that the level of technology innovation ofcollege teachers in Shandong is lower. Although the total technology human resourceshas advantage, structure remains to be optimization; Then the author makeinterpretation of policy file of recent years which is about encouraging technologyinnovation and constructing teachers team. What’s more, taking the advantage of blueeconomic zone and yellow Delta ecological agricultural areas, the paper analyzes ourprovince’s industrial advantages, talent advantages, location advantages, the attractivehistorical and cultural heritage and the serious challenges faced by technologyinnovation; Finally, with the help of the West human resource management theory andincentive theory, this paper proposes the framework of quantitative evaluation ofteacher performance management. Finally, give some advises about innovation ability construction of college teachers.
