| With the continuous improvement of people’s living and healthcare standard, theproportion of the aging population in our country is rapidly increasing. In the late20thcentury, our country started to promote the one-child policy for the purpose ofcontrolling the huge population boom，which led to the rapid decline of the birth rateand faster development of the population aging process in China. Some specialistspredict that the aging population in our country is expected to reach the one third ofthe total by2050. Therefore, how to deal with the inadequate services for the oldpeople and the improvement of their quality caused by the aging is the reality that thegrassroot community medical agencies have to face. Meanwhile, the “lack ofchildren” phenomenon accompanies China’s long-standing policy of family planning,causing the only child’s heavy pressure for the aging population’s life, health,treatment and other aspects.China is entering the aging society, low birth rate, aging of the demographicstructure and the lag of the social security system has become a big worry for furtherdevelopment. Nowadays, the total number of the population in China is growingcontinuously on one hand, the average age of the population continues to extend andthe trend of aging is inevitable on the other hand, which becomes a intensified socialproblem.Therefore, in order to improve the old people’s life quality and health level,we must rely on the comprehensive forces of the society, especially the optimisticcoordination among the professional medical department and establishment, grassrootcommunity and the aging population. Only by this can we achieve the healthydevelopment of the aging society. The great pressure of the population aging is notjust a test of the government’s ability to plan for retirement. Moreover, exceptguaranteeing elderly’s basic life, community support also needs professional nursingservices which is suitable for their psychology, medicine and other aspects. Witheconomic development and social progress, especially in the aging of the population, family miniaturization and rural urbanization, people’s demand for pension services isbooming, especially in the demand for the health service aimed at the agingpopulation.In this context, this thesis does follow-up research on the old people’s healthservice project launched in Jinyu Community, studies on the quality managementthrough the theory and method of the project management and project qualitymanagement to improve the implementation quality of the elderly’s health serviceproject.Firstly, the thesis introduces the fundamental state of the aging population, thebasic situation of the community medical service and the aging population’s healthservice project in Jinyu Community. Secondly, it put forward the problems whichexist in the process of the project which incorporates the project’s weak awareness ofthe service quality in the promoting process, the lack of the targeted and detailedmanagement for the elderly’s special requirements and service in every part of thehealth care, and the only focus on the completion of the index instead of the follow-upimprovement measures. Thirdly, in view of these questions, the thesis takes use of theseven tools of the quality management to summarize the causes of the qualitymanagement of the health service through the analysis on the quality factors such asman, machine, material, method and environment, look for the correspondingcountermeasures from the quality awareness, quality system, quality control, qualityimprovement and other process which is involved in the quality management, and putforward the guarantee of the quality management system, standardized managementand other means to implement countermeasures.Through the research in this thesis, we combine the theory of the project qualitymanagement and the practice of the community aging population health service,making the theory be more widely used and providing more scientific and reasonableway for the aging population’s health service in community. |
