The development of economy, politics, culture, military affairs and education influences the trend and level of the social development in different periods of society, society also shows different phenom ena, the obvious social contradictions and problems are also different. Nearly forty years’ reform and opening-up policy has changed China so much in economy, culture and education, the international experts’ research conclusion shows: when GDP of a country reaches 3000$ per person, the mental disease will rep lace the ph ysical disease and becom e the biggest killer fo r people. Our GDP surpa ssed 3000$ per person in 2008, according to th e authority statistics, our GDP surpassed 7000$ per person in2014, our social development has stepped into this rank, all th e nation focus on m ental health, it will becom e an indispensible people life’s event. To our recent so cial reality, v arious mental obstacles and mental disease are actually increasing, more and more people who are suffered mental trouble, and the problem is becoming more and more serious, it has become the main factor to influence the quality of people’s life and also one of the main threatened factors to people’s health and careers. More attention should be paid to many psychological investigation in m any elementary and secondary school students, the proportion of st udents mental health is m ore than 10% in elem entary school students, 15% in secondary school students are facing the sam e degree of mental disorder. 25% in senior high school students are facing mental disorder even mental disease. Recently, our basic education is facing a great challenge and test. It is necessary for us to improve the mental he alth education level, it has a widen and further significance to foster the talents and establish the professional structural instruments to improve the school mental health education.Our national educational adm inistrative and operational departm ents have attached more im portance to the m ental health education in the elem entary and secondary schools in recent 15 years, the traditional e ducation management theory, methods and measures actually helped the sc hool mental healthy education, but it’s really a thin gruel to the growing psyc hological guidance, psychological counseling and psychological treatm ent, in view of the present dem and in developm ent of standardization, specialization, standardization, system development and lim it in techniques and methods of traditional education management, I try to use thinking method of project m anagement, using modern project m anagement theory, technology and method of study to improve the quality of mental health education in elementary and secondary schools. It’s really my sincere hope!The paper trie s to f igure the qu ality management of the m ental health education project as the resea rch object in Jilin city, makes a scientific quality plan, quality assurance and quality control in using the relevant theore tical knowledge of project quality m anagement, combined with the actual situation of the educational project, quality assurance and qua lity control implementation of project quality management and the educational adm inistration, teaching, research, supervision, equipment and other functional departm ents of the effe ctive coordination and cooperation, and ultimately improve the quality of project quality m anagement and education project quality. This study is not only a m ajor breakthrough in the theory application of project quality management, but also a new developm ent to improve the quality of education project and other service projects.
