However, inthe structure of the floating population, and the structure of the early1990ssignificant changes. Obviously, the compulsory education of migrant workers’children growing concern and must be resolved.Fairness in education is the premise and scope of realization of socialjustice, the inviolable rights of the individual to achieve educational equity, isthe cornerstone of a harmonious society. Education fair is also one of the basicstarting point for the reform of the national education system.Of migrant workers’ children, urban local children, the same flowers of themotherland, should get care, take care, a good education, but as a vulnerable group, their rights and interests are easily overlooked. To this end, we shouldattach great importance to foreign compulsory education for children of migrantworkers, not only for the healthy growth of these children, but also to thedevelopment of society as a whole, we cannot let today’s education problemsbecome tomorrow’s social problems.Compulsory education of children of migrant workers is a special educationtransition phenomenon, we now have access to less than the relevant literatureabroad, at the same time, in a foreign country, there is no "compulsoryeducation" wording, the corresponding school education, can school education,said the essence of China’s Compulsory Education. In the country, more migrantworkers, such as Shanghai, Beijing, Nanjing, Dongguan and other places tocarry out the external current problems of migrant children education, butrelatively little research from the policy implementation level, the majority ofthe education of the whole region current situation.This article combine the educate management writings and social sciencetheory with the specific education in Shanghai combining education fair willfocus on an urban perspective, focusing on migrant workers trailing children aspecial group, and the corresponding countermeasures. Mainly in the F Districthigh school children of migrant workers started the development status,combined with domestic and international research and practice situations,through education fair and optimal resource support of theory to explain how notto increase the internal contradictions, harmonious and stable premise of achieving trailing children to Shanghai to attend junior open higher educationresearch. The difficulty of this thesis has two main aspects: First, for trailingchildren in the inflow of migrant workers to high school education policy studiesis relatively small. Second, because this year the central authorities on migrantworkers trailing children to do the introduction of education time in August2012,so there is no previous instance of the policy for the promotion of what kind ofimpact for accurate analysis, this study adds to the difficulty.In this paper, a literature method, induction and deduction method,statistical analysis, comparative studies and other methods on theimplementation of the "children of migrant farm workers in compulsoryeducation policy" research. Based on the theory of educational equity andresource allocation theory,"the children of migrant workers compulsory" thestatus quo as the starting point to find relevant materials and writings, analyzesits basic situation, and in Shanghai, for example, analysis of the currenthousehold registration system, the financial sector in migrant education of theirtrailing children arranged underfunded, inadequate management of publicprivate schools, migrant children strong liquidity makes the subsidy is difficultto place important reason. Children of migrant workers to the city’s householdregistration no inflow of migrant workers in the local school children, animportant reason for the difficulties encountered, and the mobility of migrantworkers and Compulsory Education contradiction between the local paymentsystem is the root cause. Finally, we propose a reform of the existing household registration system,compulsory education for the children of migrant workers clear institutionalbarriers, to gradually abolish the household registration reform, as well asrural-urban divide and conquer linked to the various systems, stripping attachedto a variety of interests and accounts function. Means to raise funds, through aclear financial transfer payment levels of government responsibility, andstrengthen investment in education at all levels of government to ensure a fairidea of funding. Education laws repealed discriminatory provisions in thespecification and development of "anti-discrimination in education," and otherspecial protection regulations. Encourage and vigorously support thedevelopment of private schools, etc. to strengthen the education of children ofmigrant workers protection issues. Hope that through this research, to achievethe full realization of the objectives of compulsory education policyimplementation, as well as the Yangtze River Delta, Shanghai, migrant workersin school education of their children can learn to provide information, tostandardize and promote migrant workers’ children educational development tocreate a good environment.
