During compulsory education, the balanced development ofeducation has been coming to the focus of the education what we arealways concerned about. The fairness of education has beenquestioned,especially in recent years. On the basis of educationalequity and balanced development’s theoretical research analysis, thisthesis describes the operating principle and methods of schoolbalanced development, demonstrates the index research of balanceddevelopment in a geographical or administrative area and builds theevaluation system of school balanced development. This article issignificant to verify the development of school physical and couldpromote the balanced school sports development.This thesis emphases school-study points and regards sportsschool experts, research staffy super-teachers in the middle school asthe investigation objects. Through literature material law, expertinterviews, logic integration, mathematical statistics and otherresearch methods, it establishes school sports balanceddevelopment evaluation index system for building and study. The content of theoretical study mainly covers the summaries andanalyses of educational equity and balanced development. Bycomparison with the summaries and analyses and experts’ interviews,the thesis elaborates theoretical implications of the balanceddevelopment of school sports, school sports. At the same time, theauthor proposes the concept of balanced development evaluationsystem, namely “according to weight coefficients of various factorsof school sports effectiveness, physical educators play an importantrole in affecting school sports for intervention by artificialadministrative and other measures for achieving a relatively balancedlevel in the school sports region."The study was inspired by the balanced development ofcompulsory education, starting from Shanxi school sportsdevelopment,analyze the main factors affecting the balanceddevelopment of primary and secondary school sports, Shanxi,according to the purpose and principles of construction of the study,the impact of the establishment of initial balance through expertinterviews with school sports factors affecting the development ofthe index system. In order to make the evaluation system more ascientific, rational and feasible, the author use theDelphi method forsorting and revising. Evaluation determined by the securitymechanism, physical education teachers, school sports investment,physical education, extracurricular activities, school sportstraining and sports environment seven regional community-levelindicators,15secondary indicators and70indicators consisting ofthree systems. The questionnaire collected back to collate andindicators were mathematical statistics. As fully and accurately as primary and secondary schools in Shanxi Sports design a scientificand practical "balanced development evaluation system".In the theoretical model school sports balanced developmentevaluation system, through expert questionnaires given to eachfactor score, removed and calculate the remaining coefficients foreach factor established by the security mechanism, physicaleducation teachers, school sports investment, Physical educationand extracurricular sports activities5level indicators, evaluationindex system of sports schools balanced development12secondary indicators and48indicators consisting of three levels.Sports and other morals,intellectual, aesthetic are four basiccomponents of school education. School education is an importantprerequisite for balanced development and guarantees a balanceddevelopment of school sports, school sports and balanceddevelopment is an extension of the balanced development ofspecific schools. School sports have their own characteristicsleading to their balanced development more difficult.
