Outline of the national medium and long term education reform and development plan(2010-2020),which was promulgated and implemented in 2010,has made balanced development of compulsory education rise to the height of national strategy.By 2020,we are supposed to basically achieve the balanced development of compulsory education in all of the regions.According to the notice released by China national ministry of education in April 2017(educational supervision No.6,2017),we are to make area compulsory education development reach high quality balance by 2030.The evaluation of balanced development of area compulsory education has become the key to achieving this goal.Since outline of the national medium and long-term education reform and development plan(2010-2020)was promulgated,area compulsory education balanced development evaluation research has become one of the education research hot problems.However,it basically stays in the universal level,not being able to go deep into the essence of compulsory education balanced development,not being able to objectively reflect the level of balanced development of compulsory education,and not being able to guide the compulsory education balanced development.For lack of systematicness and strong pertinence,it is difficult to operate.The core of the problem of building the evaluation system of balanced development of compulsory education is understanding of compulsory education balanced development.The understanding of the connotation of the compulsory education determines the choice of evaluation index and the determination of index weight.According to compulsory education law of the People's Republic of China,the management system of compulsory education practice is given priority to counties.Therefore,regional balanced development is balanced growth within counties.Balanced development is not so-called average development,it is not chipping peak off and filling valley up.On the premise of the rational allocation of resources,we can make the balanced development of each school,get all the students realize their optimal development.Its core is quality balance.Compulsory education balanced development has a broad theoretical basis.Firstly,Compulsory education is basic public services put forward by the government,to realize the balanced development of compulsory education,so letting all citizens receive equal compulsory education is the precondition of social justice.It is the objective requirement of the harmonious development of society.Secondly,the rational allocation of education resources and the balanced development of compulsory education are the essence of education economics.Thirdly,realizing compulsory education balanced development in the area is respect for the law of education and it is the manifestation of people-centered.In the process of research,through the understanding of the connotation of the compulsory education balanced development,based on the evaluation practice on the balanced development of compulsory education of the developed regions,the central regions and the western regions,using the experience of the foreign compulsory education balanced development evaluation,the article analyzes our country's characteristics of the compulsory education balanced development evaluation.It uses the method of comprehensive evaluation,building a new balanced development of the county area compulsory education evaluation system,that is to say,education opportunities are the foundation,quality education is the core,education management is the guarantee.In order to make the evaluation more convenient in the process of data collection and the processing more simple,the construction of the evaluation system of the balanced development of the county area compulsory education evaluation system will be dealt through information processing,compulsory education balanced development evaluation system is designed.The difficulty of data processing in the process of evaluation is reduced,and the evaluation link is simplified,therefore,it is operational and targeted.Qujing Zhanyi District,Yunnan,as an example,has carried on the empirical analysis.Through careful study and empirical analysis,the main conclusions are as follows:First,all kinds of legal subjects are responsible for compulsory education balanced the management of education,ensuring all educatees to have equal education opportunities and conditions,making every educate to get the best education which is suitable for their own development.Second,using the modern comprehensive evaluation method,from the three dimensions of education opportunity,education quality and education management,balanced development of the county area compulsory education evaluation system is established so as to reflect the regional level of compulsory education development objectively,monitor area compulsory education development situation accurately,and guide the compulsory education balanced development to provide theoretical support scientifically.Third,using the organic fusion of information technology and education management,balanced development of the county area compulsory education evaluation system is designed,thus,making the evaluation in the process of data collection and processing more concise and more convenient.Forth,based on the empirical analysis of balanced development of compulsory education,speeding up the area compulsory education balanced development policy recommendations has been put forward to strengthen the government's responsibilities,increase education investment,deepen the connotation development and promote mechanism innovation.
