With the development of social economy, China’s higher education has entered the popular stage along with the general enrollment of university and the expanding of educational scale. As the adjustment of national education policy and the deepening reform of higher education, the documents from the Ministry of Education clearly presented by several times "to strengthen the teaching management and to improve the quality of talents’cultivation". The task and daily work of the college teaching management are becoming heavier and heavier and also more and more complex, which make us to face the pressure of "the wideness of field, the largeness of amount and the tightness of time". In one word, up to now, the teaching management works will not only face many challenges, but also have the good opportunities.The real situations have brought about the following many problems:what the characteristics and problems of the teaching management work are, what the reasons of these problems are and how to take effective measures to deal with them.In the process of the teaching management, the teaching secretaries are the direct participant of teaching activities and specific teaching affairs. The teaching secretaries are also the most grass-roots level managers and executives of teaching management team, who play very important roles in maintaining the good teaching order and higher teaching quality.Based on the perspective of teaching secretary, this paper summarizes the contents and characteristics of Teaching Management of Colleges (Department). According to the "College Teaching Management Essentials" and combining with the current teaching management work’s real situations, the works of teaching management are divided into the following seven parts:the management of teaching plan, the teaching process management, the teaching quality management, the teaching basic construction management, the teaching practice management, the teaching archives management and the other one. The characteristic of the teaching management are:(i) the wideness of the range,(ii) the heaviness of the work,(iii) the multiple of the roles.By a questionnaire survey for the21teaching secretaries from Huazhong normal university, which covers the four respects of the teaching secretary’s basic situation, work, training, research and innovation, and combining with the practical experiences, the author sums up the current teaching management problems including the insufficiency of people-oriented management concept, the backward of teaching means and methods, the lagging of the teaching secretary team construction and the incompleteness of teaching management system. Combining our national higher normal college’s status with the advanced teaching management pattern of American universities, this paper proposes a construction of the college teaching management system including:firstly, the innovation of teaching management mode, secondly, the improvement of the teaching management methods and means, thirdly, the development of the teaching secretary’s profession, fourthly, the perfection of the teaching management system.For the department’s teaching management work, the research is of great significance, it is helpful to promote the teaching secretary and leadership of the department to the understand the importance of teaching management and pay attention to teaching management. At the same time, many feasible and the concrete measures are given to improve the teaching department team’s quality and the level of teaching management department.
