Urban livability the balanced developments of a city in society, economic, environmental, cultural and a good inhabitable environment meets and needs of the residents in material and spiritual life and is suitable for human living, working and learning. The livable city is a goal for urban development and planning. Along with the rapidly development of urbanization, the urbanization propels the economic growth and improvement of living standard together with many challenges. However, traffic jams, environmental pollution, urban housing shortage and a series of urban problems have occurred with the great achievements in economic growth. Under this social environment, construction of urban livability is particularly necessary and urgent. In the "Fifteen"-" Twelfth Five-Year" period, China’s urban planning and construction, the city has more than100proposed to create a " livable city", and through the establishment of the index system, to carry out evaluation of livable achieved with a more high reference value of scientific results. However, the urban livability is ultimately reflection of the residents feelings rather than solely objective data. It should strengthen the resident subjective satisfaction surveys and research and analyze different personal circumstances,family life cycle and different groups of livability feedback and evaluate the status and spatial differences livability in oder to reveal the lack of urban livability construction.Yinchuan, the political, economic, cultural and transportation center of Ningxia Province. In2008, the International Association of Yinchuan City is China officially awarded the "China livable city " title, and during the "Eleventh Five-Year", proposed the building of " The most livable, most suitable for business" the modernization of the regional central city. Urban livability has been significantly improved, but there are still new urban rapid expansion, such as inadequate infrastructure services; old city high population density, public open space, he lack of open space; prices spatial differences, resulting in road traffic between the workplace and residence congestion; distribution of educational resources uneven, resulting in schoolchildren rushing to school and other issues, these issues will directly affect Yinchuan livable city building.In view of this, based on the construction of Yinchuan city livability subjective evaluation system, the questionnaire survey was carried out by residents according to the distribution of residential area, adopting the stratified sampling and random sampling, the typical space location convenient sampling intercept (community), etc methods. The questionnaire survey can obtain a more comprehensive survey of the residents of the subjective views of the data with the use of mathematical statistics and mathematical methods to carry out scientific and objective evaluation of livable cities. Furthermore, the urban livability evaluation combined with GIS technology to analyze the spatial distribution pattern of findings. Finally, The results of the study will help guide urban planning, construction and management, and provide decision-making basis for livable city construction of Yinchuan. The specific contents of the study include:1..Based on the summarization of evaluation the theories and methods from home and abroad, the habitability evaluation index system in Yinchuan was constructed by the five level index,32secondary index with the combination of natural, economic and social characteristics of Yinchuan City.2.0n the basis of the index system, the author established the resident satisfaction survey and obtained749valid questionnaires, and then put them into the databases of the subjective satisfaction evaluation of Yinchuan’s livability and formed the right of each index on an index layer weights combining different levels of importance of surveyed residents.3.The way of spatial data analysis, Choosing amenity, convenience, health and safety as indexes, based on large-scale survey data of the residents’ degree of satisfaction with the urban residential suitability in Yinchuan. The results show that the residents of Yinchuan City livability satisfaction overall evaluation in general, the higher the convenience of life and living comfort satisfaction, environmental health of the lowest satisfaction.4.Considering the characteristics of the survey sample’s age, gender, education, income level and other elements, the author compared the different evaluation of urban livability by different crowds and analyzed the correlation of various elements. The results showed that people with different attributes has different satisfactions toward Yinchuan’s livability, working class and young white-collar people, who are wealthy and well-educated, are more satisfied with their living environment, and low-income families, especially families with heavier burden, are less satisfied.5.According to the coordinate point of the residents’ district, all the sample information and satisfaction calculation was put into the spatial databases, and by using the spatial analysis methods of the geographic information systems, the author evaluated the space distribution characteristics of the subjective satisfaction of Yinchuan’s livability. The results of the study shows that a significant subjective satisfaction difference exists in space, among the three districts that was evaluated, the highest overall satisfaction is in Jinfeng District, while Xingqing as an old district, has a low satisfaction level in its old communities and southern new developed zones, but the commercial area has a relatively high satisfaction level, and Xixia’s satisfaction level decreases gradually from the center to the surrounding areas.6.Combining the results of the analysis and evaluation, the author proposed to strengthen the construction of urban ecological environment, promote urban economic development, improve the level of public safety, and promote the construction of cultural environment, enhance urban public transport facilities as well as other measures to improve the subjective satisfaction of urban residents’livability.
