Since the reform and opening up,with the gradual liberalization of labor mobility policy, the number of labor mobility has increased rapidly. The flow of labor force not only directly increases the income of labor force itself, but also promotes the development of urbanization. On the other hand, the excessive concentration of urban population also brings some pressure to cities, and the unbalanced distribution of labor resources among cities also reduces the efficiency of regional economic development and affects the sustainable development of cities. Therefore,it is of vital importance to grasp the influencing factors of labor flow and guide the rational flow of labor through effective ways. Therefore, this paper first theoretically discusses the effect mechanism of urban livability on labor mobility, and then combines with the existing research and builds the index system of city livability containing economic affluence, facility convenience, transportation convenience and environmental comfort, and selecting appropriate variables. The principal component analysis is used to process urban data, and the Conditional Logit Model is used to study the effect of urban livability, including economic affluence, facility convenience, transportation convenience and environmental comfort on labor mobility, and the regional differences in the effect of urban livability on labor mobility are also investigated. It is found that the index of urban livability, including economic affluence, facility convenience, transportation convenience and environmental comfort all have significant effect on labor mobility. From the perspective of various indicators, firstly, economic affluence has always been the most important factor affecting labor mobility. The better the economic development of cities, the more ideal incomes and jobs can be provided for the labor force.Secondly,in terms of facility convenience, regions with higher medical treatment level and better cultural and leisure facilities attract labor inflow, while regions with higher education level are restricted by the household registration system and education system, which hinder labor inflow.Thirdly, compared with other public facilities such as education, medical care and cultural leisure, the impact of transportation convenience is more obvious, which may be due to the direct impact of transportation on labor employment. Finally,on the basis of considering other factors, the effect of environmental comfort on labor mobility is still significant, and the effect of this factor is greater than that of facility convenience and transportation convenience. In addition, through the regional comparative analysis of the eastern, central and western regions,it is found that the environmental comfort index in the eastern region has a greater impact than that in the central and western regions. In addition, the economic prosperity index in the central region has the greatest impact, while the environmental comfort index in the western region has the greatest impact. On the basis of the above theoretical analysis and empirical results, this paper proposes the following suggestions.First, economic development is the material basis for a livable city;we must adhere to economic development and promote sustainable economic development.Second, improving the level of urban public facilities is a key measure to attract labor;we must improve public services and lower the threshold for resource access.Third,a sound transportation system is an important guarantee for urban development;public transportation must be developed to build a transportation network.Fourth,a beautiful and healthy environment is essential to promote the construction of livable cities;we must attach importance to environmental protection and strengthen pollution control.Fifth, balanced regional development is an inevitable requirement for achieving a well-off society in an all-round way;we must promote measures tailored to local conditions and coordinate regional development. All regions should take appropriate measures to attract labor inflow according to its own situation: cities in the eastern region should pay attention to environmental protection and pollution control, cities in the central region should improve the level of regional economic development, and cities in the western region should improve the ecological environment and traffic conditions.
