The massive and longrun motility of numerous rural population takes place in theprocess of urbanization and industrialization in China, which has imposed effects oneverything including rural compulsory education in depth. Massive population movementwill change the number of school children and decrease the degree of crowding. Inaddition, the rural compulsory education supports positive externality and adapt higherresponsibility passively in urbanization of people. This might give rise to the adjustment ofgovernment supply: decrease for less crowding or positive externality but increase forreducing gap against urban area. Both analysis and modeling will be used to find to whatextend the rural compulsory education is affected by population movement. The influencesof population motility on rural compulsory education will be reached based on theoryanalysis, in which the model with conditional variables will be used to find to what extentthe rural compulsory education is influenced. The results show that with the improving ofdegree of crowding and the supply of externality the local government would less likelyincrease investment on rural compulsory education. To compare, the wider the gapbetween rural and urban education is, the more investment to release the rural-urbanunbalance problem in China. On the one hand, the status based on population movements,the government’s rural basic education in rural supply mode to make adjustments, thecentral and provincial governments should play central role in the macro-allocation ofresources in the development trend of population movement prediction results investmentin rural basic education plan for timely adjustments. On the other hand, to further improvethe supporting policies and facilities, accelerate the reform of the existing householdregistration policy, social welfare and health care and education account the nature of thephase separation, the establishment of a unified national labor market as soon as possible,narrowing the gap between urban and rural basic education level.
