Compulsory education is a basic public undertaking which must be developed first.It is an important indicator to measure the development level and development potential of a country.Especially in rural areas,compulsory education has made some progress,but it is restricted by the factors such as geographical environment,historical culture,economic development,government management and so on.There is still a big gap between them,and there are still some problems,such as inadequate school construction,imperfect rights and interests of teachers and students,and poor teaching quality.In 2016,the State Council issued a number of opinions on the overall promotion of the integrated reform and development of compulsory education in urban and rural areas.In the key stage of the development of the new urbanization,new requirements have been put forward to improve the quality of compulsory education in rural areas as a whole.As the most grass-roots political power in rural areas,the grass-roots government is an important driving force for comprehensively promoting the comprehensive rural reform in the new starting point of reform and opening up.For a long time,due to the development of economic and political system,the serious shortage of service ability in rural areas has been caused by China,which has restricted the improvement of the living conditions of the masses in the rural areas,and also increased the gap between the urban and rural areas.In the process of building a well-off society in an all-round way,rural development is becoming more and more important.The research on the service ability of the grass-roots government has also become a major issue of practical significance.At the same time,people also pay more and more attention to compulsory education as one of the most important areas of public service.Therefore,the effective improvement of the rural compulsory education service ability of the grass-roots government has become the foundation of achieving educational equity.In the case of Z Town,Henan Province,the author uses interviews and questionnaires to collect a large amount of information and collects and generalize,and describes the current situation of rural compulsory education service ability of grass-roots government in China according to the empirical data.In the case of case analysis,first of all,the four main contents of the service capacity of the grass-roots government are expounded in the light of the actual research situation,and through the analysis of the problems existing in the process of public service supply,it is pointed out that the policy implementation mechanism of the grass-roots government is not sound,the boundary of responsibility is unclear,the distribution of financial rights and rights is uneven and the government is the government.The lack of service consciousness of public servants is the deep reason that restricts the promotion of the service ability of rural compulsory education at the grass-roots level.The lack of service ability restricts the healthy and orderly development of rural compulsory education.Finally,according to these reasons,it puts forward the feasible suggestions of improving the service ability of rural compulsory education in the grass-roots government: perfect the policy,strengthen the system construction,carry out and perfect the public service system of rural compulsory education,carefully plan,optimize the allocation of the public service resources of compulsory education,establish the service consciousness and establish the "people based" "Strengthen the supervision and improve the evaluation and assessment mechanism of the rural government's public education services.
