| Since the 1964 Tokyo Olympic Games held successfully, Japan changes the focus of the development of sports from competitive sports to the mass sports.And with the booming economy in the 1960 s and 1970 s,Japan’s low birth rate and aging problem gradually became more serious,which lead to national poor health.So Japanese government took a series of measures to develop mass sports,especially paid more attention and took efforts to develop the comprehensive community sports club.With own characteristics, it solved national daily sport problems and met the growing demand of national sports to some extent.Since 1995 the experiment of the comprehensive community sports club,nearly 20 years of the development, it has achieved great breakthrough and kept a high pace of development.China’s mass sports began late, developed slowly, and there are lots of problems in the process.As a kind of sports organization,the sports club is a very important form to develop sports.In China’s countries, the community sports club has not yet become a major promote force.Because there is no good solution to the management, funds and security issues, the community sports club develops slowly, stops the development of the national fitness, and can’t meet the demand of the masses sports and fitness.This research uses the method of literature, expert interviews and field Research etc,to study history and development status of Japan’s comprehensive community sports club, and summarize the operation mode of the sports club.First of all, based on the related policies and regulations of the comprehensive club which was awarded by Japan’s government to analyze background of the club development.Secondly, according to the current situation of the comprehensive community sports club’s development,summarize its characteristics and functions,and make a further analysis of the constituent elements of the club and funding sources.Through more than two months’ field observation in the comprehensive community sport club to have a further understand about sports facilities, activities and the operation mode and summed up the successful experience of Japan’s comprehensive community sports club.The study found that Japan’s comprehensive community sports club develop well overall,and as of July 2014, 1481 of 1741 Japan’s cities, countries and villages have began the comprehensive community sports club which have set up 3259 clubs already and 253 clubs are still in the planning.The clubs is a non profit organization which have characteristics called multi-type,multiambition and multi-generation,and operated by the community residents.The Japanese government provides perfect policies to protect the comprehensive community sports club operate smoothly;self diversified sources of funding to ensure the normal operation of the club;the diversified activities of the club meet the different needs of members;the perfect operation and management mode to ensure the steady development of the club;the qualifications of a legal person is the good model of the club’s rights and obligations.In view of the existing problems and difficulties in the work of community sports in China,writer summarizes the successful experience of the Japan’s comprehensive community sports club,combined with the actual situation of China to put forward several enlightenments,and gives suggestions, hoping to provide some reference for community sports of China in the future and promote the China’s mass sports have a better development. |
