Research On The Operation Dilemma Of The Safety Management System Of Private Kindergartens

Recently,there have been frequent safety accidents in private kindergartens all over the country,When safety accidents occur in flocks,we have to reflect on the institution operation behind the safety management of private kindergartens.Therefore,this research applies the Rational Choice Instituinalism theory to explain why form the dilemma of institution operation of safety management in private kindergartens,and is mainly focused on the logic of action about government,organizers,teachers,which help to understand as well as analyzing the current problems with respect to safety management of private kindergartens,and also give suggestions on the improvement of institution operation of safety management.According to the feasibility,L kindergarten in J county is selected as the research object.Through the methods of literature review,interview andobservation,this research divides the realistic dilemma of safety management institution into three aspects,a)collaborations between relevant people of safety management are weak;b)the safety management team is in chaos anddisorder;c)the evaluation of safety management is at random.Then,based on the 'rational people' hypothesis of Rational Choice Instituinalism,the dynamic mechanism of a process from the dilemma of institution operation of safety management is discussed based on the perspective of cost-benefit.In fact,the result of stakeholders' precise calculation driven by interests is the root cause.To be specific,In the pressure-type system,local government implement policy objectives which are good to themselves,while they deliberately avoid and weaken those that are detrimental to their interests.Meanwhile,under the supply pressure,local government has adopted the maximum tolerance for private kindergartens.Due to the interest of related government departments in social circle,the seriousness and constraint of the policy are eliminated.Under the separation of power and responsibility,education department chooses the way of weak action to take into effort,while its internal departments appear opportunistic behavior in the multiple management.When organizers are in pursuit of profits and running funds are tight,they value cost more than safety.Principals have no power so that they have weak ability though willingness is strong.Staff are seriously unequal in their efforts and returns,so they treat negatively,or even quit jobs directly.Lastly,this research shows the solutions to the dilemma of institution operation of the safety management in private kindergartens,and suggestions are mainly manifested in three aspects,a)government should take the responsibility of interest coordination,and pay more attention on the interest of children;b)It is much necessary to design the interest of incentive mechanism for stakeholders in private kindergartens;c)participation degree of parents,third-party organization should be promoted to ensure their interest.
