The teacher is the key factor in education. As theNational long-term Educational Reform and Development Program (2010-2020) is fully implemented today, China education is developing from urgent needed teachers’quantity to promising teaching quality. The "High Quality Teachers" project is a need for the school, students and parents, and even for the country to be strong and prosperous. The higher level of the teachers’professionalization, the faster the development will be, only by which can China quality education come true in a true and comprehensive way.In recent years, the "High Quality Teachers" project has been a new platform for teachers’professional development. It has accumulated many experiences in practice and promotion of varies places, but also have met a number of difficulties. Taking Primary and middle School Teachers’Selection and Training as an example, the paper is to reflect the problems in the course of selection and training, and to propose the evaluation on teaching quality improvement and the ideas of training, with the application of teacher’s evaluation and teachers’professionalized theory.The first paragraphis the introduction, which is to study the problems occurred in the selection of excellent teachers, training and practical work, in order to find the solutions to problems. It is defined the differences betweenthe special scopes stated in this paper and the general concept of primary and middle school, excellent teachers, training and research. It is focused on the analysis on the methods, experiencesand existed problems in the excellent teachers’evaluation, training and work, based on a great number of documents on excellent teachers’evaluation and training, teachers’ evaluations and teachers’professionalization in a way of researching, classification, combination and contrast.The second paragraph is to reflect the unscientific selection requirements, unbalanced error estimations, and municipal excellent teachers with poor overall quality. Itis based on the analysis of Zhongshan teachers, the introduction of evaluation system, and evaluation of implement process.The third paragraph is to master teachers’intentions through the analysis of the questionnaire on teachers’training needs, and to set up a definite object for training, which shall comply with the rule of teachers’profession development, providing trainings from the same level, high level to deeper level, and to reflect the difficulties and weaknesses from practical training work.The fourth paragraph is to combine the teachers’evaluation and teachers’professionalized theory for further reflection, coming up with the improvement on the relations between the Excellent Teachers Project and adjusted evaluation, focusing on teachers’professionalized development, scientific training project and overall evaluation and training effectiveness.
