China is an ancient civilization, but also an educational powerhouse. Education in the development of national culture, promoted the prosperity of the country and social development. However, we should also see, in more than two thousand years of feudal society in the long river of history, due to the limitation of historical conditions, although the government on the development of education, but also make some educational policy and system, but has not formed a relatively complete system of laws and regulations, performance is also very limited. After the establishment of the Republic of China, along with the dissemination of jurisprudence and theory in China, required the development of national and social reality. China also gradually embarked on a national modernization, legal path. Reflect the legal consciousness in education, formulated in education regulations and perfect. The ten years from1928the establishment of Nanjing national government to the broken of the July7Incident of1937,in this decade the Republic of China is becoming more and more stable ruler, economic strength and international status have rapid development and promotion. In this ten years, the importance of education for the people and the government have been recognized, education has become a social trend. Compared with private school "education" trend, the national government is attaching more importance to construct a government dominated and controlled the education system, which resulted in the period of great education laws and regulations continue to issue and implement.This article main discussion is, in "the national government ten years1928-1937construction", in order to strengthen the development and promote the development of basic education, Nanjing national government laws and regulations enacted in inheriting the former national government Nanjing interim period and the Beiyang government time, the interaction between the government and more focus on the education regulations introduction with the domestic situation. This topic will be analyzed from the ten years of education laws, for the education development and improve the people’s cultural quality. And for the interpretation of specific provisions in laws and regulations, analysis of the impact of the national government to make its guiding ideology by education and effect of regulations on the people from another angle. This paper also will continue to seek truth from facts and scientific attitude, the formulation and effect on1928-1937years education laws and regulations of the Nanjing national government objective evaluation.This paper is divided into six parts. The first part is the introduction, which presents the significance, and explain the relevant concepts, the research present situation and the content. The second chapter briefly, before the establishment of Nanjing national government’s education law. The third chapter, analysis of education of Nanjing national government legislation background, and the introduction of various types of educational laws and regulations, and make the interpretation of regulations. The fourth chapter, comparison of the Nanjing national government and the Beiyang Government Education regulations. The fifth chapter, to evaluate the implementation effect of Nanjing national government. The sixth part, the conclusion part.
