Teacher is the key to success of education. Teaching and research is an effective way to improve the professional level of primary and secondary teachers. Information technology has an revolutionary influence on education development. Online teaching and research is one of the effective way to improve the skills and professionalism of primary and secondary, which is integrated by information technology and teacher education. It is a new well-designed and well-organized form of teachers’continuing education, which is depended on information technology.It makes it possible to share digital resources and communicate across time and space. At present, many teachers participate in the online teaching and research spontaneously. Online teaching and research is not within the scope of evaluation of teachers’continuing education. This dampens the enthusiasm of teachers, so that it constraints the effect of online teaching and research.The paper analyzes the shortcomings of traditional field research:low efficiency and high cost; it is difficult to change classes and make up missed lessons. In addition, teachers have to endure much trouble during the trip; teachers don’t have much chance to communicate with professors and other teachers; the number of participation is limited. Based on the analysis of advantages and disadvantages of evaluation system of primary and secondary school teachers’continuing education, we bring forward a point about inserting online teaching and research into credit evaluation system of teachers’ continuing education to promote the standardization of evaluation of online teaching and arouse the enthusiasm of teachers to participate in online teaching.The paper builds a mathematical model of inserting online teaching and research into credit evaluation system of teachers’continuing education. Based on the process of online teaching, refine four indicators as follows:"giving a main course""participating in academic discussion""observation lesson online" and "asynchronous interaction" Then determine how to exchange each indicator for credits. Give an example of online teaching and research based on network video conference system to prove the feasibility and operability of the mathematical model from three aspects:teachers engagement, teachers’credits and the exchange rate between online teaching and teachers’continuing education.The mathematical model has applicability in general to some extent. According to the characteristics of online teaching platform, design of different evaluation indicators, and then use this mathematical model can calculate the credits of teachers. It is a new attempt at inserting online teaching and research into credit evaluation system of teachers’continuing education. It not only makes the content of evaluation of teachers’ continuing education enriched, but also makes the online teaching evaluation conformed to the specification. This method can be used to encourage teachers to participate in online research and promote development of teachers’professional. Eventually improve the quality of teaching.
