The Path Research Of Social Workers' Involvement In Community Party Building With Perspective Of Community Governance

With the reform and transformation of Chinese society, the functions and characteristics of Community Party building working has been changing from traditional administration leading as well as wholly organizations covering to primary-level and service-oriented Party construction reinforcing, which is consistent with social working major that emphasizes service. Hence, more and more communities introduce specialized social working to the Party building process and improve the efficiency of community Party building by using professional social working ideas, skills and approaches. Professional social working consolidates the communications among primary-level Party organizations, community Party members and communities. It plays an important role in creating new community management pattern, encouraging community working participation and so on. Additionally, it has become a kind of exploration of establishing community Party under the new situation, and expanded service field of professional social working.This report takes H Community in Nanjing as an example, chooses its innovation project of community Party building and analyzes community Party building conditions with involvement of specialized social working by means of document literature research, practical observation and interview. It indicates that in respective of community governance, the approaches of community Party building with social workers; involvement consist of:establishing working ideas and insist people-orientation; using social working methods and enhancing working efficiency; cultivating professionals and improving service network; advocating multi-factor management and creating cooperation. However, currently community Party building by injecting social workers is still in the initial stage accompanied with a number of difficulties. Some problems including talent shortage, capital insufficiency and less involvement still exist in H Community. In order to promote social workers' participation, efforts should be made by government, communities and social workers themselves. This report aims to discuss how to integrate professional social working with community Party building on the basis of analyzing social workers' enter into Party building and also give some individual advices.
