Fracture And Repair:AIDS Patients And Social Assistance Policy

In Central rural areas, there is a special kind of HIV/AIDS patients’ groups, A few men are infected through sexual or mother-to-child.Most of them were infected with the AIDS virus through injector because they are" paid blood donation". They sell blood for survival. As we all know, the HIV has a longer incubation period than other diseases. These villagers would become AIDS patients when the longer incubation period finished. The body’s immune system is damaged. In the Chinese tradition and culture, the Aids have been "a high degree of morality" and are difficult to cure. People would escape if they saw the Aids because they fear the HIV. At present, the level of economic development and education in rural areas of central China remains to be further improved. The Aids villagers would face many difficulties because of the backward traditional thoughts and the "Acquaintance Society"。 The social security system is made to ensure the basic survival of the social vulnerable group. People who can’t continue to survive could get help from the social security system. Social assistance policy is the major aspect of the social security system. Social assistance policy plays an important part in protecting the basic survival of the social vulnerable groups. These HIV/AIDS patients, as a special kind of social vulnerable groups, the only way is to seek the help of social assistance system when they can’t continue exist after through their own effort. So there is a certain inevitable relationship between the AIDS patients’actual demand and the implementing of social assistance policy. So we visited many the paid blood donation AIDS patients, asked them some problems about the social assistance policy and their actual demand. The result is sad. The Aids fight with the social assistance policy because executive deviation/the poor channels of expression and so on.This article deconstructs the process of the bottom of the campaign and analyzes the reasons about fracture of social assistance policy. Eventually, the article thinks the bottom of campaign repair the crack of social assistance policy. In addition, depending on the causes and results of fracture and the underlying struggle, this article makes some suggestions about improving social assistance policy and cultivating the subjectivity of the HIV/AIDS patients...
