Based on the background of the study as the center elementary school mathematics learning, concept,basic requirements, the general procedure, flexible use, typical teaching case analysis and discussion, pointed out that the elementary school mathematics teaching must adhere to in the process of learning as the center, give full play to teachers’ leading role and students’ two-way. In mathematics teaching practice, to cultivate students’ autonomous learning ability and the innovative spirit as the core, highlight the cognitive subject through their acquired knowledge communication and connection between experience and new knowledge, and actively build and generate the students and text, between teachers, students, social interaction, translation and other tension formed a new concept of learning center, so that the students in the learning process in the real return to doubt the truth of bold, the ardent desire for knowledge, and actively construct and depth of knowledge to understand. In this context, exploring and mining reserves of tacit knowledge in the human emotions, and event handling implicit way, to the healthy growth of the pupils inject a new vitality element. In mathematical disciplines as the carrier, make the students form a basic discipline culture literacy and basic knowledge, basic skills, and problem consciousness, innovation consciousness.In this paper, a total of five parts, the introduction part from the thesis writing background, points out the problems existing in the elementary school mathematics teaching, this research problem, why also discusses the thesis research purpose and theoretical, practical significance and research method used. The second part of the research outline for the paper, defines the core concepts, and to clarify the facts, highlight the focus in the study of this article. The author through to the domestic and international related research and thinking, put forward in this paper, we study the theoretical basis, objective and powerful research laid the basis so that the research has more applicability. The third part is to understand the current status of elementary school mathematics teaching questionnaire survey, collection and statistical analysis of survey data, found that even in the context of quality education, still exist some disadvantages in current teaching students growing and adverse factors, the author designed the two typical centered on learning of the elementary school mathematics teaching case, reflects on the importance of learning as the center elementary school mathematics teaching. The fourth part is the center of learning for primary school mathematics teaching process, the author through the study of the specific interpretation of teaching program, centered on learning of the elementary school mathematics teaching is through "the goal-thinking discussion-summary" such a program, put forward a program implementation process should pay attention to the problem, and emphasized the subjectivity of students and the teacher’s dominant value, mainly explore elementary student’s thinking ability, the maximum specific thinking capacity improve primary school students, but also provide an intellectual foundation for further learning and theoretical basis. The fifth part is the basic requirement of learning as the center teaching, the author mainly from teachers and students is proposed according to two dimensions as the center of the elementary school mathematics teaching practice, cultivate adapt to learning as the center of the elementary school mathematics teaching the teachers’ quality, mainly from the perspective of teacher to clarify how to practice to learn as the center of teaching, to cultivate and teachers’ quality to adapt to the teaching idea.
