Pre-school development planning is to promote better development of pre-school education, which based on a long-term plan or vision for the design requirements of socio-economic development, and systematic analysis of the external environment for the development of pre-school education, the current situation and the development trend of pre-school, then make realistic and feasible development path and policy recommendations. As the most direct implementation of the national policy unit, the county plays an important role in the development of pre-school education. Thus, a scientific and rational planning of the preschool education development for the county is necessary."The State Council, numerous opinions on the current development of pre-school education" points out clearly that as a unit, every county must formulate a3-year regional action plan in pre-school education to solve the hard problem of admission effectively. According to the "The State Council, numerous opinions on the current development of pre-school education" and a series of policies and regulations, we understood the status of pre-school education of X County through investigation from four aspects:kindergarten conditions, teaching staff status, pre-school education management status and funding status. And then combined with the level of socio-economic development of X County, this paper put forward realistic and feasible proposals from the above four aspects.On the basis of a large number of documents, this study analyzed and defined research issues and related concepts, established the purpose and methods to improve the research program. First of all, using a survey on the situation of pre-school development of X county to got a specific and comprehensive understanding of the county, with interviewing pre-school managers of X County as a supplement to understand the development situation of the local pre-school education. The survey found that the pre-school education situation of X County showed the following characteristics:The number of Kindergarten has increased every year, but the layout is unreasonable, and the public kindergartens is particularly scarce; pre-school teachers are in low quality, low status and incomes, and they lacks professional development pathways and the number is not enough; a large numbers of kindergartens are in a small scale, and their condition is so poor that a little of them are qualified, thus pre-school management of X County is weak and financial investment in pre-school education is little and imbalance.According to these characteristics, combined with the level of socio-economic development of X County and the associated policies, this paper put forward some feasible planning proposals and measures from the aspects of kindergarten, teaching staff construction, pre-school education management and financial investment on the basis of status and trends of the pre-school development of X County.
