Preschool education plays an important part in the whole education system, which is not only instructive but also of public good. However, it has become the weakest link in China’s education system, especially in rural areas. In2010" the State Medium and Long-term Educational Reform Plan"(2010-2020) and "Opinions drafted by State Council on the Current Pre-school Education", Chinese government clearly promotes rural preschool education, support the development of preschool education in rural areas in Western china. Government policies have tilted to the rural preschool education in Western China, which leaves a rapid development of rural preschool education in some counties, rural preschool popularity rate, the number of kindergarten children in the garden as well as the supply structure has changed a lot.Based on the theory of public good and the fairness of education as guidance, by using literature research method and interview method in rural areas of Nanjian county, Western Yunnan province. We discussed related problems. The paper consists of five parts as follows, at the very beginning is instruction which covers background, existing questions and significance of the research.We also have reviewed of relevant ways of literature at home and abroad, discussed the theoretical foundation of the research------the theory of public good and theory of education fairness and defined related concepts:rural, preschool education, preschool education in rural areas. Furthermore, the research methods:literature method and interview method.In the third part, the paper listed some existing problems in rural children education in Nanjian County:from the management, the input and supply of public funds, to layout and scale of kindergarten etc. finally, We analyzed of the existing problems in the education of rural children.The fourth is the reasons of questions in Nanjian rural preschool education:including loopholes in management, lack of funds, imbalance of capital investment, weak foundation, and backwardness of county economy as well as poor geographical reasons.In the last part, the paper finally put forward several thinkings and Counter-measures to promote the development of preschool education in rural areas of Nanjian County, including deepening of government’s responsibility, improving the system, increase the input of government funds and innovating office park style, the establishing supervision and evaluation mechanism.
