With the increasingly requirement of creation, researchers tried to find the bettermethods of instruction innovation in order to rise students’ creative. Some research hold thatteachers’ instruction innovation behavior played an important role in fostering students’creative and teachers’ development. Firstly, teachers’ instruction innovation behaviorinfluenced students imperceptibly. Secondly, teachers’ instruction innovation behavior canpromote teachers’ professional development and improve their ability of effective teaching.This paper tried to answer the following questions.(1) What is internal structure ofinstruction innovation behavior of primary school teachers of the western of Liaoningprovince?(2) What are the influencing factors of teachers’ instruction innovation behavior?.(3) How to improve and promote teachers’ instruction innovation behavior? The paperinvestigated205primary school teachers from the western of Liaoning province, and mainlyused literature research, questionnaire, and date analyze methods. The results were asfollows:(1) The structure of innovative behavior of primary school teachers from the westernof Liaoning province includes innovative instruction method, innovation evaluation method,innovative instruction philosophy, innovative instruction content, create an atmosphere ofinstruction innovation, individualized instruction.(2) The factors of innovative behavior ofprimary school teachers from the western of Liaoning province includes school’ s innovativeatmosphere, positive evaluation of innovations, instruction thinking, seniority and so on.Based on the above results, the following strategies may promote creative behavior of primaryschool teachers: in compliance with the requirements, give teachers more autonomy; providematerial and spiritual rewards for innovative behavior; provide appropriate training in order toimprove teachers’ability of innovation.
