Research On The Cadre Education And Training Supply Mode

Cadre training has always been valued in our country, but the specialized institutions of higher monopoly established by the government show the problem of low effectiveness, challenged by "market" both in theory and practice.The paper reviews the history of cadre training, and summarizes some traditional features, such as "the implementation of public institutions, highly focusing on ideological education, the campaign-style rout, function expansion of institutions, frequent adjustments, and having close relationship with general education". It also reflects the current situation and sums up the supplement of cadre training existing the problems of "government monopoly, lacking of competition and market, hard to improving the effectiveness of training, and difficult to achieving economies of scale" and assumes the problems above are caused by government monopoly supply, rooted in the supply arrangement system and belonging to the mode of supply selection.According to the "Public Goods" theory, cadre training in our country belongs to the much stronger quasi-public goods. The current supply model is the government supply-based mixed supply. On the basis of existing" Public Goods Supply Theory" and "Contingency Theory", the paper proposes the concept " Contingency Supply of Public Goods" and assuming that there is no fixed supply mode and we are supposed to analyzes specific situations that public goods supply facing up, such as political, historical and environmental factors, choosing appropriate mode. In view of the lack of investigation of cadre training in the related study, this thesis analyzes the political, historical and environmental factors that supply market of cadre training are facing, especially its unique ideology, historical heritage and market basis. It also believes that the mode of government-led supply of cadre training has its political necessity and in the circumstance of current market reforms and governance remaining to be further promoted, the government-led supply has its own rationale. However, since the inherent institutional issues and historical tradition exposes and hides many unfavorable factors, it means that the reform is indeed necessary. The supply of cadre training in our countries will still be the government-led mixed supply mode. It should be based on the simultaneous excitation of both market mechanisms and existing resources, combining "administrative planning and market transactions", and carrying out diverse cooperation under the auspices of government, to steeply move forward "the gradual path of reform".In consideration of the theory and practice of "the New Public Management", the paper analyzes the strategies of our optimizing supply mode and considers that its reform and innovation should desperately focus on the reform of ideology, philosophy and education rules, should reform the existing supply mode in the longitudinal and lateral optimization of power configuration, should introduce "market mechanisms " inside and outside to promote competition, should conduct a comprehensive reform starting from the management and implementation institution of the of cadre training.
