The population problem is a major problem for the comprehensive, balanced and sustainable development of our country is the key factor affecting the economic and social development. As the world’s most populous nation, carry out family planning policy for30years our country population total fertility rate fell from5.8%in the early1970s to now around1.8%, the decline in fertility that China’s1.3billion population day arrival delayed for4years but also makes the population ageing problem is particularly prominent. The United Nations statistics show that China’s population aging speed is the worlds fastest.Domestic scholars debate focuses on whether to adjust the current population policy to deal with an ageing population. Past population policy of focusing on controlling the population quantity and neglect optimize the population structure, we can neither adjust the population policy as the main measures to solve the crisis of an ageing population, also can’t to reduce the population pressure and not timely adjust the population policy.In this paper, the aging of the population policy and the related concepts and links are expounded, combined with the research of experts and scholars at home and abroad, analyzes the basic framework of the Shanghai population policy system and, qingpu, based on the practice, through the analysis of the qingpu district population development in recent10years, based on the status of the current population development, combined with the background of population aging, actively explore establish an early warning system for the safety and ageing population, the pros and cons of analysis to adjust the current population and family planning policy, adjust measures to local conditions, in the qingpu district and even the future of Shanghai population and family planning policy adjustment pertinence suggestion is given. Long cycles and inertia is the law of population reproduction and adjust the population policy, fully cognitive development law of population, to reduce the population aging caused by the problem of shortage of labor, is conducive to ease the birth population sex ratio rising trend.
