The Analysis And Improvement Of China’s Family Planning Policy Implementation Status

In2013, the state council announced changes in institutional reforms and functional programs, population and family planning commission will integrate with ministry of health into the national health and family planning commission. This adjustment lets the family planning commission which has the main objective about control population growth lose its living soil, makes the future of the family planning policy more complicated and confusing. Since the foundation of the new china, as a basic national policy which has the longest implementation and the most concerned by the government and people, it greatly reduces the growth rate of China’s population, and curbs the extremely population growth trend, and alleviates a series of questions which is leaded by the rapid population growth, and plays a positive role in promoting China’s economic development, and has made outstanding contributions for Chinese population and world population. However, along with social progress and economic development, the world situation has undergone tremendous changes. The family planning policy has been unable to meet today national conditions, and has become a stumbling block in China’s modernization. Despite the policy had some adjustments, such as release the double independence, to make some home have two-child as possible, but it’s still the important factor that constrains the sustainable development of population economic and society, and still can not change some negative efforts which generated by china’s population growth in the fundamental way, for example population aging progress, increase the risk of one-child family life, unbalanced the sex ratio at birth, new labor force population decline, the fall of traditional Chinese culture, population quality inverse eliminated, fertility right inequality, and so on. In today’s world, controlling population growth is no longer a national goal, how to improve the population quality better is the eternal theme of population and development policies. In this context, the adjustment of national family planning policy has become a hot spot. Experts and scholars believe that the adjustment to the existing family planning policy is not only maximize the optimization of China’s population size and structure, but also have far reaching implications on the sustainable development of china’s economy and social stability. Therefore, we suggest that Chinese government should advance with the situation and make adjustments on the family planning policy. Regardless of the region, regardless of nationality, regardless of urban and rural areas, plan to release the full two-child policy gradually is the general trend. Under the premise of the completion of the new population and development policies, how to make other appropriate public policies better to improve the population quality rapidly for China’s modernization are fundamental objectives in our future population development policy.Article is mainly based on two aspects of the latest theory-public policy cycle theory and human capital theory, to make a comprehensive analysis of the implementation status of the family planning policy. Public policy cycle theory emphasizes policy cyclical, and suggests that an old policy if not with the times will eventually be the end of the history, and to be replaced by the new policy. The family planning policy is the old policy and now can not meet the conditions. For the long run it will have a negative impact to our country, so it should be adjusted to a new policy as soon as possible. The human capital theory focuses on improving the quality of the population. Today, China’s population development policy has not only emphasizes how to control the population size, but focus on how to improve the people’s quality, and makes the subject of the article up to another lever of demography. This paper is divided into six parts, and the core is the third part, namely, the study of China’s family planning policy implementation status. Then on this basis, conclude that gradually plan to release a two-child family planning policy, and improve other appropriate public policies to ensure the integrity and predictability of public policy for China’s modernization, to promote and realize the long-term stable development of the population greatly. In addition, based on a comparison by India, Japan, the United States and other countries study population development policies, some inspirations will produce reference impacts on the China population development policy in the future. So it is also one of the priorities of this paper.
