Primary and secondary school education is the key stage to grasp knowledge and build character for the educated, it is also the basic stage to access higher education for learners. Therefore, the development level in this stage determines the future development of personal and even his motherland. Although there are many factors affect primary and secondary school education, the most immediate factor is the government financial education funds. Our primary and secondary school education, especially for compulsory financial education funds investment has been made great improvement, but there are many problems in funding and inspection process. On the contrary, the primary and secondary financial education funds investment system in the UK is comparatively perfect; the high quality of its higher education has a close relationship with its rational primary and secondary school education funds system. The British government formulates a series of elementary and middle schools education acts to reform its funding and inspection system continuously, and set up a relatively perfect financial education funds and inspection system, this provides a fundamental guarantee for primary and secondary school funds investment for the UK.The development of British primary and secondary financial education funds investment system can be divided into four stages, they are:start-up stage; Preliminary development stage; Mature development stage; Consolidation and perfection stage. There are different characteristics in the different stages of British primary and secondary school financial education funds investment, which implies the value orientation of this government. At the same time, the financial education funds have different types, which mainly includes:Dedicated Schools Grant; Schools Standards Grant; Schools’Sixth-form Funding; Schools Capital Spending; Grant-Maintained Schools Grant, Specialist Schools Grant and Free Schools Grant; Schools Development Grant and Pupil Premium Funding, and etc. These funds are mainly used for teachers’ salaries, school infrastructure construction, free school meals, disadvantage areas and schools funding and so on, it not only ensured the source of its primary and secondary school education funds, but also promoted the balanced development of education.The British government had continuously re-formed its education investment system; especially the Blair government came to power in1997, he made emphasis on the fairness of education investment and dedicated to improving the balanced development of education. The principles of British government education investment mainly include:adequate principle; efficiency principle; fair principle; transparency principle; objective principle. In this financial education funds system mainly include the British Parliament, the Department for Education, Local Authority, in this investment mainly include six procedures, central government is responsible for the first procedures, which include:making total education spending for England; Schools spending for England; making Non-schools education spending and schools spending for England; making Learning and Skills Council funding, Dedicated Schools Grant and other specific grants; determining Local Authority Schools Budget. The Local Authority is responsible for the last two procedures, which include:deduct money from the Schools Budget for central services; Distribute Individual Schools Budgets and direct payments. The core of British primary and secondary schools financial education funds is the comparatively perfect investment and inspection system, since the Thatcher’s government came to power in1979. In inspection and management aspect, Ofsted is mainly responsible for inspection and management, but there are also many other organizations, such as the Parliament, the Department for Education, the National Audit Office, the Local Education Authority, and the Schools Forums, etc. They have a close relationship, cooperation, they are an integral whole, and their collaboration is the key to improve the efficiency of education investment and use.Due to the British government’s emphasis on the primary and secondaiy school financial education funds investment, and the continuous improvement of investment and inspection system, it has set up a comparatively perfect education funds investment and inspection system, it has also improved the efficiency of its investment system, so that, the education funds investment has made significant achievements. These achievements include:the students’learning achievements have improvement gradually; the achievement gap is narrowing between the poor and rich students; new schools continue to increase; the size and class of the free schools meal is improving; new qualified teachers’training quality in primary and secondary schools have improved gradually. Besides these achievements, the British primary and secondary school financial education funds investment has many characteristics, as well. These characteristics include:primary and secondary school financial education funds investment have a perfect law guarantee; central government is responsible for almost of the education funds investment; powers or authority of office combined with the right of property; emphasizing well defined power and responsibility; improving the education standard in disadvantage areas and schools through specific grants; there are perfect inspection and administration system in the process of education funds investment.Our primary and secondary school education funds investment has made great achievements, especially enforced free compulsory education, the amount of education funds increased, furthermore, since21st. However, the education investment system problems haven’t been solved fundamentally, to explore and establish a relatively perfect primary and secondary school financial education funds investment system is a main problem for our education reform for a long time in the future. There are other hills whose stones are good for working jade, although there are many different national conditions between China and the UK, but British education, investment, which has nearly200years reform experience is helpful for us, it also could give us some references to improve our current education funds investment, especially for compulsory education, to improve the efficiency of education investment, and to improve the balanced development of education. According to the research of British primary and secondary school financial education funds investment, summarizing the following suggestions to improve our compulsory education funds investment:insisting on administering education in terms of law, to improve the legal system of compulsory education funds investment; formulating reasonable central and local financial allocation mechanism; regulating the financial education funds investment process of primary and secondary education funding; increasing education investment to vulnerable groups and bolstering region in order to promote the balanced development of education; improving the education budget management system, inspecting and administering the financial investment strictly; rationally adjusting the tertiary education investment mechanism so as to increase funding for compulsory education.
