With the development of society, the contemporary students in primary and secondary schools have become an indispensable force in China's consumption group. But in recent years, many phenomena have shown that there exists some financing errors ( for example, the unreasonable consumption patterns, blind high consumption, weak awareness of saving plan, the divorce between financing consciousness and practice, etc.) A major cause of these errors is that we lack financing education in schools. Although many primary and secondary schools have researched on financing education in recent years, it can not meet the requirement of our national reality. Therefore, it is of realistic significance to research the primary and secondary school's financing education.Based on the basic theories of pedagogy and moral education, this paper adopts the method of literature review and comparative method; it tries to construct a financing education system which is of high theoretical and practical value from the perspective of the primary and secondary schools. Through the analysis on primary and secondary school students' current financing situation and primary and secondary schools' current financing education, we propose a system of offering financing education from the perspective of school, which includes the main content, main means ( subject infiltration, activity teaching, and cooperation with family and society), main principles(principle of purpose, systematic principle, the principle of linking theory with practice , collective principle, principle of individualized instruction and progressive principle) and main methods ( reason convincing method, image inspiring method, practice method and comprehensive evaluation method). In addition, we also point out the problems that need to be paid attention to in administering financing education, they are as follows: strengthening the guidance in administering primary and secondary schools' financing education, integrating financing education with labor education and thrifty education, constructing an education network including family, school and society, learning from foreign primary and secondary schools' experience of administering financing education.
