Basic education science curriculum standard is the basic safeguard that improving the quality of science education. In2011, the national research council, developed and released "a framework for k-12science education:practices, crosscutting concepts and core ideas". In2013, on the basis of the framework, the Achieve company provide funds, organized United States national research council, the United States science teachers association, the American association for the advancement of science and education workers to developed next generation science standards (NGSS). Science practices is NGSS’s main guiding ideology. It emphasizing the science inquiry to science practices of reasonable shift, makes every effort to solve the American k-12grade science education generalization and stereotyped tendency of exploring study, and difficult to implement science inquiry in the classroom. NGSS under the concept of science practices as a national education standard, get26states and related association of affirmation and support, inevitably has its rationality. In the study, NGSS under the concept of science practices’develop background is the breakthrough point, on the basis of deep understanding of NGSS under the concept of science practices’content system to analysis its operability and main characteristics. At last, provide reference for our country’s basic science education curriculum reform.This research includes five parts:The first part is the NGSS under concept of science practices’development background. From the American economy, politics and education reform three aspects to explore the deep reasons of NGSS’s development. The U.S. economic recovery and development need to improve the overall level of science education, cultivate innovative talents in order to enhance scientific and technological innovation ability. The Obama administration’s diplomatic "New Deal" to highlight the domestic education reform, technology innovation and economic growth, with another countries jointly cope with global problems. Scientific inquiry teaching in the generalization and stereotyped tendency, and the difficult problems in the classroom directly lead to the emergence of NGSS under concept of science practices.The second part is the NGSS under concept of science practices’content system. Covering the scientice practices’guidelines, curriculum objectives, content standards and implementation strategy. The guidances of science practice and NGSS principle is different, including face to all students, increasing difficulty, science and engineering in parallel, content associated overlaps, give priority to students’learning, emphasize the achievement of core competence. Objective consists of total target and grade, divided into k-12general objective, grades K-2goals, grades3-5goals, grades6-8goals, grades9-12goals. According to above goals, NGSS under concept of science practices to put forward eight core standard. At the same time, in order to prompt the standard agreed upon, from the teaching method, teacher development, and academic assessment to give suggestions for the implementation of the scientce practices, guiding26states effectively to implement NGSS.The third part is NGSS under concept of science practices’operability. With main factors affecting standard implementation integrated analysis framework, from federal and state education reform plan, the federal and state education management system. Community organizations and the curriculum implementation four aspects to research NGSS science practices standards implementation basic guarantee.The fourth part is NGSS under concept of science practices’characteristics. From the value orientation, content characteristics, structure features and implementation four parts to analysis. Value orientation embodied in the pursuit of science education equality, realize the nature of science education into practice and highlight the combination of theory and practice, etc. Content features include NGSS science practices in the integration of content, attaches great importance to the scientific language reasonable utilization, and emphasizes the learning progression in current teaching situation. Structure characteristics embodied in integration and consistency. Implement characteristics is the states can participation flexible, widely involved in social groups, implementing agencies is clear division of labor.The fifth part is the NGSS under concept of science practices’enlightenment on science curriculum reform in our country. This part based on the analysis of the NGSS science practices standard rationality, the problems of basic science course in our country, and the basic science education in our country existing conditions to put forward reference for curriculum reform.
