From the founding of the People’s Republic of China to the cultural revolution, China developed a overall literacy campaign both in urban and rural. The campaign which is focus on literacy and learning knowledge has a great influence on the Huis district’s construction and development. And it is also good for people’s social life. This work describes the development of Huis district’s literacy campaign and the relatively concrete history, sums up the historical experience of the literacy campaign, analyses the realistic significance on the popularization of culture literacy education in this period.In this paper, the writer describes the historical background, especially the social situation of Huis district’s literacy campaign in Hohhot, and analyzes the necessity of developing literacy campaign in this district. The literacy campaign gradually developed, since the establishment of Huis district in1950. With the advancement of socialist transformation of the Communist Party of China, Huis district’s Party Committee made a series of literacy campaign policy. Some problems are existence in the process of local literacy policy been carried out, but the effect is still significant. In1958, China launched with high index as the main indicator of the Great Leap Forward movement in economic construction, Which is harm to the rule of economic development. Influenced by the situation, the literacy campaign deviated from the normal track, but still has some achievements. The Great Leap Forward make national economy suffered a serious damage. In1961, the national work has entered the stage of adjustment. The literacy education also began to adjust. This work based on lots of analysis and research of, from1949to1965in Huis district, further discussed the achievements and shortcomings of the literacy campaign.
