In China, practice is an important part of education and teaching in Vocational colleges. It refers to students’ participation in the training of practical skills in enterprises, which is also a process of improving their professional skills and professional qualities. By using enterprise advantage, combining theory with practice, and creating more opportunities for students to contact with enterprise, practice is an important way to achieve the deep integration between enterprise and college. However, in the process of the practice, there are still many problems, such as the organization of the teaching activities and the problem of management process. As it is difficult to implement the practice, it is naturally difficult to achieve the teaching aims, so the legitimate interests of the students generally can not be guaranteed. All these problems are in urgent need of being solved. Because of these problems, it greatly affects the quality of the personnel training, which means that schools can not provide the enterprise with highly qualified and skilled personnel. The consequence is that the great demand for talents is difficult to be met and the good vision that the harmonious development of the education, economy and society that the government has expected is much harder to be achieved. How to effectively promote the practice working more properly and more orderly in vocational college has attracted widespread concerns among educational circles and vocational colleges.Currently, most of the scholars and experts explore and study this issue from the perspective of college, enterprise, or the relation between college and enterprise, and also fruitful achievements have been achieved. The study of the problems existing in the practice process is mainly based on the monistic or dualistic perspective. On the basis of this kind of theoretical perspective, they either put forward suggestions and strategies to solve the problems, or they summarize and promote the useful experience and practice in the process of practice management. However, an empirical study of the management mode of the practice from the perspective of the Triple Helix theory is far from enough. Taken the management mode of the practice as an entry point, this paper attempts to combine the status quo of the practice of the ZY Vocational College student, and analyze the problems existing in the practice process and the difficulties they have faced. By using the previous research findings and the experience of the regional innovative practices, and by applying "Triple Helix theory" from the perspective of new public management and breaking the research framework of the "college-enterprise relation", this paper attempts to delve into the relation among government, enterprise and college. Thus, the main purpose of this paper is to find some effective ways to solve the problems and difficulties that the vocational college interns have faced during the management process of the practice, and at the same time it intends to propose the corresponding solutions and suggestions.
