The contribution rate of talents and the talent deployment efficiency areimportant indicators of the relationship between input and output of talents in acountry or a region, which are important contents for the talent work as well. In theincreasingly fierce war for talents, it is of great significance to grasp accurately therelationship between input and output of talents and increase the contribution rate oftalents and talent deployment efficiency. Based on contribution rate of talentsmentioned in Outline for National Medium&Long-term Program for TalentDevelopment (2010-2020),the concept and calculation method of the contributionrate of overseas talent have been put forward, meanwhile, our country’s talentutilization efficiency is comprehensively evaluated. The calculation method for thecontribution rate of overseas talent is improved on the basis of the traditional CobbDouglas production function, and evaluation of talent deployment efficiency is carriedout by applying Malmquist-DEA model. This study aims to explore talentdevelopment status quo in our country through quantitative analysis method to putforward targeted suggestions on scientific development of talent work.To sum up, the main work done in this paper is listed as follows:First of all, analyze and summarize the origin and development of human capitaltheory, put forward some problems and improving methods in regard to the process ofmeasuring contribution rate of talent in our country;Secondly, systematically describe the talent strategy implemented in maindeveloped countries as well as the practice in the introduction of talents andcorresponding training in China;Thirdly, analyze in detail the main methods and their features applied inevaluation of contribution rate of the overseas talent and talent deployment efficiency,and point out the selection path of methods used in this paper;Finally, through comprehensive analysis and research, the problems existing inthe talent introduction, training and deployment are found, and correspondingsuggestions are provided.
