A Research On University Scientific Research Efficiency And Influencing Factors In Hunan Province

The economic development,industrialization and urbanization of Hunan Province must improve the universities scientific research.The rational allocation and effective use of scientific research resources in universities is the key to the sustainable and healthy development of university scientific research.This article selects 27 universities in Hunan Province from 2008 to 2017 through the Compilation of Scientific and Technical Statistics of Colleges and Universities to conduct research and evaluation of university research efficiency and influencing factors,and gives substantive suggestions for improving the university research efficiency in Hunan Province.The study found that: 1.From 2008 to 2017,the overall efficiency of 27 universities in Hunan Province is relatively low,and there is a waste of resources.2.Through the calculation of the Malmquist index model,this paper obtains the dynamic efficiency of scientific research of universities in Hunan Province.The analysis shows that the average value of the total factor productivity change index of scientific research of universities in Hunan Province from 2008 to 2017 is 0.997 <1,with a decrease of 0.3%,which needs to be further improved.3.In the analysis of the convergence of dynamic and static university research efficiency,we find static university scientific research technical efficiency,pure technical efficiency,scale efficiency,super efficiency,and dynamic total factor productivity change index and their decomposition values,all showing a convergence trend.This shows that the model we constructed is robust.4.In the regression analysis of influencing factors,the proportion of senior professional titles of teaching staff,the proportion of research and development personnel and government funds have a significant positive impact on the scientific research efficiency of colleges and universities in Hunan Province.The greater the government's support,the higher the scientific research efficiency of colleges and universities;the number of teaching assistants has a certain negative impact on the scientific research efficiency of colleges and universities in Hunan Province,indicating that there is a certain redundancy of college staff;the impact of entrusted funds by enterprises and institutions is relatively weak,which is failed to have a significant impact on the scientific research efficiency of colleges and universities in Hunan Province.5.On the whole,thescientific research efficiency of colleges and universities in Hunan is low,and there is a large room for improvement.It is mainly due to the unreasonable input and output structure,and also to the low technological progress of scientific research in universities.Based on the empirical research on the scientific research efficiency and its influencing factors of colleges and universities in Hunan Province,combined with the empirical conclusions drawn in this paper,this article elaborates specific measures from three angles in detail,and gives more scientific substantive policy recommendations in order to improve Hunan Province Research quality and efficiency in universities.This article suggests that colleges and universities in Hunan Province should "encourage scientific research innovation in universities","strengthen the integration and flow between regions" and "optimize the structure of university scientific research resources allocation".
