Evaluation Of University Scientific Research Efficiency Based On DEA-MPI Model

Since the beginning of the new century,the scientific and technological revolution has been developing rapidly and the competition between countries has gradually focused on the field of science and technology.With the increasing importance of scientific research activities,efficiency evaluation in scientific research management is an urgent need to improve the efficiency of research resources allocation and the level of scientific research management.As an important part of China's scientific research system,colleges and universities have studied the efficiency of scientific research and the rational allocation and utilization of scientific research resources.Based on the evaluation and the uniqueness of scientific research in colleges and universities of science and technology,the research builds an index system of the input and output of scientific research in universities.And then we examine whether the the index system is suitable for data envelopment analysis(DEA)by canonical correlation analysis.We choose the selection of 64 universities directly under the ministry of education as the research object and use C2 R DEA model and super efficiency DEA model to evaluate scientific research input and output data in 2016 for dynamic analysis.Combining the Malmquist index,the research examine scientific research input and output data in 2010-2016 for dynamic analysis.The study found that:(1)In 2016,universities directly under the ministry of education get a good technical efficiency but they also need to improve in the efficiency of pure technology and the efficiency of scale,and that universities in the central region are less efficient than those in eastern and western regions.(2)From 2010 to 2016,the total factor productivity of scientific research activities in universities directly under the ministry of education has declined,and also the efficiency of resource allocation and utilization has decreased.The decline trend of total factor productivity in colleges and universities in western regions is more obvious.The research suggests that although the scientific research in our country has made remarkable achievements in recent years,we should maintain sufficient urgency to grasp scientific research law and rationally utilize scientific research resources.
