In order to further standardize the population fund project operation and enhance the economic benefits of the project, referring to the domestic and foreign public project management experience, it is necessary to Carry out assessment on themanagement of population project performance.This paper takes Anhui province the first batch of19pilot counties---taking Susong County as an example, with its2012to carry out the family planning insurance program, college student project, life assistance project poverty relief project, support family planning become rich project, youth health, maternal health project and happy family activity center activity center project as the evaluation content in the project performance, evaluation perspective, follow the scientific and operational principles, organize the evaluation system of Population Fund project, which is mainly from the completion of the project, project satisfaction, financial status, organization construction six aspects the general effect of the human resource management and the ability to project, evaluation of project operation status, and ultimately to the quantitative numerical form for projects of comprehensive performance evaluation. For the basic situation and developing trends of the actual operation of the project, mainly uses the literature method, interview method and questionnaire method of information collection, objectivity and comprehensive security assessment. The final project comprehensive evaluation index based on the formula of calculating the comprehensive performance scores, the county reached95.49, the corresponding grade of "AAA". Specific conclusions for the county population fund project tightly to the work of family planning service as the main line, around the service work in the aspects of marriage, pregnancy, birth, birth control and production and living, setting, project operation process, the social propaganda and project management practices in place, interest oriented mechanism of family planning benefit is highlighted ceaselessly, create good population environment for the county’s economic and social development, and achieved good social and economic benefits. Project evaluation based on the basic experience of Susong County, the project operation and management and existing problems are summarized and summed up.
