With the development of economic society, more and more rural population surges into the city toseek for further development. The intense condition of transport during the Spring Festival periodreflects the huge number of floating population in China from the side. Population mobility has alreadybecome a significant part in Chinese social and economic development, which has objectively promotedsocial progress and economic development. However, floating population is a complicated groupcharacterized by mobility, scattered features and instable vocation, which not only confrontstraditional social service and public management work with severe challenge, but also brings greaterdifficulty to family-planning: owning to the lack of effective management and service approaches, theproportion of illegal reproduction among the floating population is quite large, and the sex ratio at birthis quite high; The legitimate interest of family-planning service enjoyed by the floating population hasnot been fully guaranteed. It introducesboth the family-planning management model of the floating population which is characterized byadministering people by paperwork, household and work, and the existing problems which include slowmanagement thinking, unefficient regional cooperation, inadequate coordination among departments,and uneven assessment as well. It analyzes the roots that lead to family-planning management dilemmaby examples, that is, incompatibility between technical strength and work requirements, betweeninvestment funds and actual compliance rate, between management mechanisms and development aftersurvival, and between sectorial coordination and service requirements. Based on problem discuss androots analysis, this article has proposed countermeasures including further perfecting the integratedmanagement mechanism, regulating operation mode, consolidating management model, improvingrelevant mechanisms and strengthening family-planning management and services. The ultimate goalis to push the scientific management of floating population to a new stage, to provide useful lessons forregions when transforming and innovating family-planning management of floating population, and toprovide a good population environment for Nanchang County to struggle for the top county in JiangxiProvince and top50throughout the country.
