Research On The Construction Of Financial Risk Management System In H Higher Vocational Colleges

With the rapid development of market economy and the deepening of reform and opening up,China’s high education has been undergoing system reforms.Colleges have been granted some autonomy in school-running structure adjustment,develop-ment scale control, capital raising and expenditure.It is this autonomy that has transformed schools from no-risk management grounded in previous planning economy into risk management in the market economy. With regard to high vocational colleges whose scales have been incrementally expanded, normal financial allocation can not satisfy their needs of further development. High vocational colleges ought to face competition and management problems as a financially independent body. In particular, they should undertake more risks.Therefore, the research content of this article is from the financial risk of higher vocational colleges, higher vocational colleges to effective financial risk of the construction of the risk management system were discussed, and finally put forward opinions and Suggestions to perfect the financial risk management in higher vocational colleges. The meaning of the research is that it can theoretically improve the financial management theory in higher vocational colleges, and for reform and transformation of higher vocational colleges in the new period, can supervise and urge its improve their risk management concept and system, provide guidance to the reform of management system of higher vocational colleges.The study consists of five parts. The first part introduces the background, significance, methodology and innovation of this work. The second part introduces relative concepts, theoretical basis of financial risk and theories of financial risk management with analysis of the categorization of financial risks of high vocational colleges. The third part analyzes the status-qua and causes of financial risks of H high vocational colleges. The fourth part presents the construction of financial risk management system in H high vocational colleges. On the basis of theoretical analysis, we prioritizes the risk early-warning system construction. Subsequently, the construction of overall risk management prevention and control system and the model of risk management appraisal are to be done.The fifth part concludes the study and raises solution and suggestion for the enforcement of the financial risk management of high vocational.The innovation of this paper lies in:First, among the relative indexes which affects financial risks, the study picked those relevant to financialsafety of H high vocational colleges for the construction of financial risk early-warning system. Second, through the analysis of risk prevention and control flow, a model for the financial risk management system of high vocational colleges has been established.
