Since college enrolled in1999, higher education in our country is gradually going into the "popular" step. According to statistics, college graduates nationwide reached6.11million or so in2009. We slowly began to doubt the significance of entering university; many families choose not to have children to receive higher education. Thus, the employment of university students not only relates to the university’s future, but also affect the future of society and the state and the impact of higher education of our country in the future. Under the new situation, the independent innovation and entrepreneurship of university students is even more important.Our level of entrepreneurship is low, college students generally lack innovation and entrepreneurship ability, thinking, and spirit, some graduates choose to go to the countryside or the West to open up new areas of the world, while others stick to the big city to find space for development, to realize their dreams. In all, the numbers of college students choose to go into business for themselves are rare. Most graduates believe that entrepreneurship is a desperate choice, not the first choice. College students’knowledge on the value of entrepreneurship awareness survives in bias. Universities directly responsible cultivating the sacred mission, needing to establish a standardized, systematic and operational incentives, it is a road for students towards entrepreneurship; higher education is the most basic form of state investment in human resources, the realization of employment is the basis of its value, it is a important part of the innovation system, undertaking the task of educating the top creative talent and entrepreneurial talent. The current university still focuses on a small number of entrepreneurial activity and it is still continuing the examination-oriented education mode, which is difficult to develop a world-class leader in the trend of entrepreneurs. Attach importance to examination but ignore entrepreneurship incentives, just hold a small amount of lectures, competitions and other business practices entrepreneurial activities, mostly mixed with some knowledge of innovation and entrepreneurship in the curriculum, the majority concentrated in the campus, lack of exploration and practice exercises in society, higher education institutions school is the lack of systemic and universal mechanism to urge college students. College students don’t know much about innovation and entrepreneurship, because the school incentives for entrepreneurial students are rare and their entrepreneurial enthusiasm is still relatively low. A good incentive mechanism must not only meet the physical needs of people, but also meet the needs of the human spirit, is to promote college students to actively participate in the important power of entrepreneurial activity going on their entrepreneurial enthusiasm add fuel fire effect, it is also an evaluation mechanism, respecting college students active, distinctive ideas, stimulate imagination and creativity potential.In recent years, the Ministry of Education has repeatedly stressed the need to further improve the level of training innovative talents, the ability to adhere to the culture of higher education should focus greatly improve students’ learning ability and creative entrepreneurship. This paper is a study of colleges and universities to establish incentives for innovation and entrepreneurship to improve the entrepreneurial ability of college students and encourage them to go into business. This paper is divided into an introduction, body and conclusion three parts. Introduction describes the main research background, significance, content, framework and innovation. Body consists of three parts, the first part of the theoretical basis of the mechanism of innovation and entrepreneurship university connotation introduce innovation and entrepreneurship, and in this article-Porter and Lawler comprehensive incentive model, MacGregor’s XY theory and William Ouchi’s Theory Z, as a research cornerstone. With the support of the theory, it has a persuasive argument. The second part analyzes the status of China’s entrepreneurial college students, the status of the implementation of incentives and existing problems. The third part is the focus of several major incentive for colleges and universities on the problems of entrepreneurial students, propose appropriate incentives suggested how universities should establish incentives to promote business students.I think that the creation of innovative entrepreneurial activity for China at this stage is a new, unique and innovative thing that incentives must be comprehensive, scientific, effective and harmonious mechanism that allows teachers and college students really enjoy the spirit and reality derive on should be concerned about the interests of college students, under the guidance of the scientific motivation theory, methods, incentives should be eclectic, diverse, colorful practical operability. Employment problems of college students is becoming more difficult, college graduates are facing unemployment situation, whether entering college is valuable and college students can be found their position in the society, become the focus of our concern.
