Research On Resettlement Of Retired Athletes In Hunan Province

This article gives an account of problems in the aftercare of ex-service athletes and gives reasons in causing the current serious situation in Hunan Province through analyzing various factors in contributing the inconsistence. Based on the methods of system analyzing in public management, service, and public policy theories, the author shows the following conclusions:(1)The phenomenon of aftercare of ex-service athletes appears in Hunan Province in recent years:there exists a contradiction between the policy of helping find jobs for athletes and most retired athlete’s choice of taking a work unit or pursuing further education in colleges and universities.(2) in Hunan province are:placement of retired athletes contradiction in transition economy, large population of Hunan province labor supply exceeds demand, the market competition is intense, the grim situation of employment of retired athletes; sports team culture level is low, does not adapt to society; physical injury, work and life can not be ensured, their interests do not meet; retired athletes dissatisfied with the existing policy, presentation and government contradiction.(3) in Hunan Province in recent years, retired athletes resettlement problems reasons:the economic system during the transition period, the original policy has not adapt to the reform of the competition of market economy and the personnel system; at the same time, competitive sports system caused by thinking affects the athlete’s career choice; transitional economy policy is not perfect, the transition policy no one to undertake and buffer between the organization and the independent choosing profession, athletes psychologically difficult to accept; athletes "combination" not good cultural level is low, the social weak competitiveness.(4) on the improvement of the Hunan Province, countermeasures and suggestions for the status of retired athletes:perfect the mechanism of cultivating sports reserve talent, good sports talent "entrance", ensure the overall quality of professional sports team, in particular by creating a good fitness atmosphere, cultivating sports interest in primary and secondary schools, through innovation "to teach" combination mode, the implementation of independent training, sports department and the joint training of athletes; able-bodied athletes in service and retired after all kinds of security system, in the "five social insurance and one housing fund" based on the establishment of commercial insurance and retirement care fund, adjust the retirement compensation in the retirement compensation basic standards, reduce the Hunan and other gaps in the province, has retired athletes venture preferential policies, encourage them to choose; to play sports and the advantages of human resources, broaden employment channels for placement of retired, do a good job of competitive sports talent "export", players can pass the exam to enter colleges after retirement, but also in the sports service industry of physical education.
