Since the reform and opening up in China, higher education in our country has beendeveloped thoroughly and rapidly. Which basically adapt to the national economic constructionand social development in various levels, forms, basic range of disciplines within socialisteducation system.About25million people attend the national general higher education entrance in LiaoningProvince each year.40-45%of them are admitted to common community college (ie, collegeentrance examination). That is to say, every year, there will be nearly10million junior collegegraduates after the study in three-year community college. These students are influenced bydifferent levels. Generally, they have to satisfy the need of improving their level of education. Inother words, these students need to upgrade themselves from junior college students to universitystudents.Generally, the ways of upgrading from community college to university can be unifiedenrolment, self-study examination, and adult text. Among them, self-study examination isbecoming the major way of upgrading the education level for unified enrolment students fromcommunity college. It is mainly because this kind of examination is not subjected to enrolmentplan. Moreover, various learning styles and short study time in the school are also the advantageswhich make this examination be populared.This paper extracts different kinds of problems that exist in ordinary higher education textthrough the ways of questionnaire investigation, data statistics, and case analysis research inLiaoning province. These problems include: course system the linkup of repetition, difficulties ofcollege graduates’ employment, education bidirectional education resources waste and old part ofthe course and practical application. Moreover, the above problems are discussed thoroughly byintegrating all kinds of data contrast, deeply expounds and analysis the cause of the problem, and(innovation) is proposed for the first time "link unified enrolment of trade school diploma toself-study examination bachelor degree”(take examination of undergraduate course in collegewithin the system, realizes the specialized subject graduates obtain bachelor degree) at the sametime the specific solutions; Based on the related policy and a large number of actual data, the paper aims to analyze the feasibility and effectiveness of "synchronizing the connection ofdifferent levels of degree”.Finally, the thesis put forward a prospect of the implementation of the scheme of degree toconnect and synchronization brings outstanding achievements in the regional education systemin Liaoning province.
