Under the background of Information technology and education continuously to the two-way depth fusion, people’s intensified demand for diversified and multi-level education information resources become more and more stronger, and the lack of high quality education resources peremptory has become the current prime problem of the shortage of resources. With the rapid development of Internet and popularization, interpersonal interaction strength has been strengthened. Plus, the "feedback" as the core of feedback economy is gradually valued, depth excavation feedback information of valuable data, in order to grab the commanding heights of the market economy. Therefore, the paper uses education information resources user-feedback data to explore the quality improvement of education information resources.First of all, this paper based on referring to the related literatures at home and abroad to study, and deeply analyzed the education information resources construction spending ways exist unreasonable phenomenon as well as the education information resources in terms of supply and demand mismatch problem,which proposed based on user-feedback "on-demand pays" approach and the method of matching supply directly to the user’s supply and demand, so as to clarify the two ways to improve the quality of education information resources.Secondly, this paper drawing lessons from the network marketing, customer value, and the knowledge of the evolutionary game theory. And, this paper builds the education information resources to purchase services based on user-feedback measurement model and game model between supply and demand of education information resources based on user-feedback. The former, tries to begin from funds utilization efficiency of education information resources, the total solution to the current limited budget macro education information resources and extensive way of investment. This paper based on the data of user-feedback behaviors:downloads, browse times and the online time, further put forward the education information resources integration accumulated mechanism, so as to build the education based on the user-feedback information resources purchase service measurement model. The latter, by changing demand, supply and demand do not match the separation of education information resources supply way to improve the quality of resources. In the thorough analysis of education information resource game parties game combination, pay-off matrix and replicated dynamic equation, the clear should gradually establish a direct supply mode for users.Finally, this paper based on computer simulation technology to verify the education information resources based on user-feedback purchasing service econometric model is scientific and operability. Using system dynamics method to qualitative analysis the game equilibrium of supply and demand based on user-feedback of education information resources has the practical significance. This paper draws the following conclusions:first is to change purchase payment method of the education information resources. From the traditional "one-off" funding payment to "on-demand pay" means based on user-feedback, it can help to reduce the blindness and invalid investment of education resource funds and improve the utilization rate of limited funds. Second, it is to change the way of education information resources supply and demand. Directly by institutional level oriented way of supply and demand to user-oriented way of supply and demand, namely the resource user’s diversification, individuation demand feedback to resource development enterprise will be conducive to improve the quality of resources and utilization.
