With the improvement of living standard in rural area and the broadness of the villager’s outlook, education has been raised to an increasingly significant position; more and more villagers begin to pay more attention to the education problem and the implement of the related policies. As the fundamental project of a New Socialist Countryside, rural education is undertaking multiple historical missions, for example: improving overall culture quality of the rural population, cultivating new farmers, narrowing the social gap, constructing harmonious new countryside and so forth. In the Midwest of Our country, rural education is lack of education resources especially in teachers, education problem emerges frequently. So there are plenty of crucial problems, such as re-examining the status of rural education, understanding the progress of relevant policies and making full use of the basic and leading role of the rural education in building a New Socialist Countryside. Therefore, a series of policy focusing on rural education emerge, and "Special hillock teacher plan" is becoming the concern of the education policy. While most of existing researches concentrate on the career development and living conditions of special hillock teachers themselves and analyze the policy implementation from the perspective of education; few of them focus on village education itself-considering the pros and cons of related research about the policy from the angle of students and parents. Therefore, it is of significant practical importance in maximizing the policy value and making beneficiaries enjoy real benefits through multi angles, different perspectives and focus to analyze the policy implementation.Based on the "100village investigation" project in the Center of Chinese Rural Studies of Central China Normal University, the article attempts to use the study path of "Summarizing theories--Case study--Description--Analysis interpretation--Putting forward policy recommendations." Taking the "Special hillock teacher plan" in Yuanzhuang village Fan county Henan province as a case, the article uses empirical researching methods through parallel expansion to present the implement status of three subjects (administrative departments, teachers, students and parents in the policy. Article under different topics from multiple perspectives of" the special hillock teacher scheme" concluded:first, the diversity of national policy must take into account local practice and, secondly, policy implementation is the key to influencing policy and, thirdly, policy measures are key to policy ground. And targeted recommendations were made: first, the perfect " the special hillock teacher scheme " Science, and secondly, increase the intensity of the competent authorities for execution; and third, focused on construction of schools and teachers.
