Ed.D. was first produced in the United States in1921. In1992, The University of Bristol awarded the first degree of Ed.D.in the history of British. In2010, our country launched a pilot program of Ed.D. in15universities.The program is the key of Ed.D.cultivation,.Taking thorough research of the programe will help us to find out the origin reason of problems in Ed.D. cultivation.In this paper,the author choose5universities in British and5universities in China as research objectives to compare the cultivation destination,enrollment system,curriculum settings,the cultivation time and cultivation way and academic dissertation in the field of Leadership and Management between two countries. Though the research, the author tiy to take advantage of the reasonable aspects of Ed.D. program in British and promote our Ed.D. program.The research including the following areas:first,study the theory origin for the Ed.D. settings on the base of the introduction on the history and development both in British and China; second, compare the main elements of Ed.D. program to analyze the problems and features of Ed.D. cultivating;third,find out some same point in two countries’Ed.D. program by the comparative. There are same points of the Ed.D program between two countries.The cultivate objective of Ed.D attachment of academic model;the cultivation time is flexible to respect the personality development of doctors;requirement in education background and management experience in eduction or in the related field are necessary to the proposer,put the model curriculum into practice and consider thesis as the form of talent evaluation. Under deep research of the Ed.D. program, some problems in our Ed.D. program.are obvious:The description of cultivation objective in our country are quite similar but in each university has specific cultivation objective in British.The enrollment policies are lack of autonomy in our country but the universities in British have high degree of autonomy.The curriculum structural imbalance and the thesis form is more single than British.This paper intends to provide some suggestion to future Ed.D. cultivation base on the comparative and analyze.First, cultivate objective should be distinct to highlight the feature of professional degree.Second.reform the Ed.D. enrollment system and enhance the professor’right of decision.Third.set up a problem-oriented curriculum and enrich the teaching method.Forth,enhance the management of thesis quality and encourage the new dissertation form.
