Research On Practice And Dilemma Of Government Purchase Of Social Work Service

With the further development of reform and opening up, Danwei system has gradually disintegrated, which led to the social welfare service system based on Danwei system facing collapse. Thus, the supply of social service is the public issue what we must to address. The rapid development of economy brings us material prosperity, however, it also brings many social problems. These situations need social work as the "safety valve" for the social development. And the social reality together with the public demand for diversified services gave birth to the government purchasing social work service. After the research of the theoretical basis, purchase pattern and specific practices of government purchase public service, the researchers begin to pay attention to the interaction between the government and the social work organization. Inspired by this idea, this thesis chooses the Community Service Center in district A, S city as the study object. The government in district A adopts the Government Purchase Social Work Service as a way to respond to the social problem and the public demand for diversified services. This thesis took the literature research study method and the fieldwork investigation method. The fieldwork found that the Community Service Center does not operate like the government’ conceive, and some aspects even go against the original intention of Government Purchase Social Work Service. However, why Government Purchase Social Work Service instead of supporting Community Service Center, but result in its falling into difficulties? To answer this question, we need to find reasons from the interaction between government and Community Service Center, and the interaction between Community Service Center and the community.So, after a detailed description the background, the specific practice of the Government Purchase Social Work Service, and the operation of the Community Service Center, this thesis adopts the perspective of embeddedness to analyze how Community Service Center embedded into the community governance structure. And then, point out the difficulties of the Community Service Center embedding into the community governance structure, such as the blurred role of the Community Service Center, the administrationized service, the loose organization structure and the unequal status of the government and the Community Service Center. At last, this paper analyzes the reasons why the Community Service Center falls into dilemmas.
