Problems And Countermeasures Of Government Buying Social Work Service

In recent years,China has been constantly reforming and innovating in the field of public services,transforming government functions,actively exploring the government purchase of social work services.Guangdong Province is the pioneer,leader and model of reform and opening up,who conducts the practice boldly on the government purchasing the social work,accordingly the purchasing service mode of ?government purchase with capital,social organizations to undertake the related work,the follow-up assessment done in the whole process? has been initially formed.Qingyuan City,located in north area of Guangdong Province,is based on ?Guangzhou – Qingyuan? society construction counterpart support work,it has signed the ? ?Guangzhou – Qingyuan‘ social work counterpart support agreement?.Since August 2014,it has piloted the comprehensive service center project in five communities of Qingyuan City,after more than three years of exploration,it has obtained the certain effect.It is of great significance for Qingyuan developing government purchasing social work services by timely summarizing the service experience within the three years and analyzing the existing problems and the corresponding reasons.By applying social ecosystem theory analysis perspective,this paper mainly uses the method of case study,analyzes the Qingyuan municipal government purchasing social work services project,the status concerning it is studied,in addition,it puts forward the existing problems as well as the analysis of the reasons,proposes the countermeasure to perfect the government purchase of social work service.Studies have found that by implementing government purchase services,the degree of the mass‘ understanding of social work has improved,in addition,it promotes the construction of the community neighborhood network,fosters a batch of community social organizations,promotes the transfer of local government functions.At the same time,the study also found that the government purchasing service system is not perfect,the social work organization and team development are relatively slow,social work professional ability is not strong and so on,which causes the occurrence of some problems in the purchase of social work services,such as the government overall planning ability is insufficient,the depth and breadth of the field of agency services are not enough,the social work team is not stable,the institutional support is weak,the professional ability of social work is inadequate.In order to promote the development of the government purchasing social work service,this paper also puts forward accordingly the following countermeasures in seven aspects,such as improve the system of the top-level design,increase the financial investment,strengthen overall coordination ability,strengthen the efforts of scope of the publicity,intensify the cultivation regulation efforts,attach great importance to the cultivation of the social workers and strengthen the construction of social work institutions themselves.
