"National medium and long-term educational reform and development plan (2010-2020)" in the development of task specifically pointed out to promote the balanced development of compulsory education,"to speed up the weak school reform, to strive to improve the level of teachers. to implement the teachers and principals exchange system within the domain of county (District)’’. The party’s eighteen plenary session pointed out that we should balance allocation of compulsory education resources in urban and rural areas, implement public school standardization construction and principals and teachers exchange round hillock. State and local government departments take promoting rational flow of teachers in urban and rural areas as an important means to narrow the gap between urban and rural education. But when to formulate and to implement the flowing of urban and rural teachers policy,there are some questions.on the one hand,the urban teachers are unwilling to flow or short of teachers.on the other hand urban teacher’s teaching ability are limited in rural, These have a serious impact on implementing the goal of urban and rural teachers flow.This paper,with the method of narrative,inquired to an urban backbone teacher M and his flowing experience, and found difficulty of urban teachers flow.the mainly difficulty is in two aspects:the urban teachers are unwilling to flow and urban teacher’s teaching ability are limited in rural.various factors in flowing teacher’s ecological environment influent their behaviors and developments, the dual structure of urban and rural social reality together with the educational management and investment system at the macroscopic level influence flowing teachers’ interests,especially the flowing teachers’interests are not reasonable compensation, the reason for urban teacher’s teaching ability are limited in rural is social dimension. One is the backward educational teaching conditions in rural school restricts urban teachers role, another is the flowing policies of urban and rural teachers are designed unreasonable, which affected the urban teachers’ influence. Through surveyed the teacher M’s experience of flowing to rural S,we have learnt that to improve effects of flowing teachers,we should establish teachers’ management system within a county、compensate reasonably to impaired interests of flowing teachers’、establish flowing policyconnected with the power of market forces, moral power, administrative powe、establish a database of flowing teachers’、construct a platform to strengthen cooperation between urban and rural teachers.
