National Platform for Medium and Long-term Educational Reform and Development Plan put forward into a powerful country of human resources in2020, achieving a balanced allocation of public resources was pointed out in The Eighteenth National Congress of the CPC, The CCP Decision on Deepening the Reform of Certain Major Issues made narrow the gap between urban and rural education to promote equity objectives, the combination point of the three is the foundation of overall urban-rural education. To co-ordinate urban and rural education must achieve effective in promoting the balanced development of compulsory education, to narrow the regional and the interscholastic disparity. To eliminate these differences will require both sides through the exchange and collision, and eventually realize the integration, which is complementary advantages. Therefore, it can be drawn from the theory that overall urban-rural education, urban and rural primary and secondary schools must realize the complementary advantages, namely through interactive communication between primary and secondary school leaders,teachers and students, discover and make up the difference, communicate, analysis and reference the difference, to achieve the integration of teaching equipment, education idea, education resource equilibrium and information technology, the environmental ecological idea, democratic consciousness of individuality and basic education.In2007, Chongqing and Chengdu as representatives of urban and rural problems, approved by the National Development and Reform Commission became the national coordinating urban and rural comprehensive reform pilot area, as explorers of urban-rural balanced and coordinated development. Since became the experimentation area, they have carried out active exploration in various fields. For the field of education, Kaixian, as one of the Chongqing municipal districts, launched a series of promoting the development of urban and rural education, primary and secondary schools in urban and rural twinning is typical. The primary and secondary schools twinning in Kaixian city has experienced the regional overall pair with Jiangbei District, the implementation of pair and eventually to school twinning, the "leading wild goose project" in the twinning projects was to drive the project school development by demonstration school,"bamboo project" was to let the excellent old education leaders guide a new generation. Main is the twinning activity, the work is to organize leading group, formulate the twinning activity plan, organize twinning activity, assess the twinning results, then develop the cycle. It has explored a series of valued twinning forms and contents, there are many forms of schools twinning, like the city schools and the rural schools twinning, schools twinning between different rural districts, central primary school and the village school twinning, central primary school and university college twinning, including old and new teachers twinning and famous teachers twinning, also relates to the school leaders and the villages and towns government departments twinning.There are some problems founded through research. The first is the separation of urban-rural primary and secondary schools twinning leading group and regional educational leadership organization, then the most urban and rural schools twinning communication form and content are not comprehensive and some urban and rural schools twinning are lack of willingness to communicate, the most important is the communicational difficulties between students. These problems are interrelated, reciprocal causation. There is also a conflict between the balanced development of education and urbanization, the thinking of complementary advantages of urban and rural schools is still fettered in the traditional education, the support force of complementary advantages of primary and secondary schools in urban and rural schools is not enough.In order to realize the complementary advantages of middle and primary schools in urban and rural areas, and promote the teaching level development, so as to achieve coordinating urban and rural education with education fairness and the connotation of balanced education, on macroscopic view, it is need to co-ordinate the pattern of urban-rural schools from the whole urbanization, specifically, need to co-ordinate urban and rural primary and secondary schools the interactive cooperation management system, construct the urban and rural education development system, adjust and improve the investment guarantee system, establish and improve the supervision and incentive mechanism.
