The situation of teacher complementary work about the rural primary andsecondary schools at present is serious. It appears new tasks and new requirements,facing new opportunities and challenges, moreover how to effectively complement theteachers in rural primary and secondary schools, there are lots of problems need to bestudied and solved. The paper reviews the research about the teachers complementaryproblem of primary and secondary school in rural areas, through studying the presentsituation about the teachers complementary of primary and secondary school in Hunanrural, we gained some effective experience. At present, rural primary and secondaryschool teachers complementary pathways are from single recruitment todiversification, measures are taken to motivate rural teachers complementary works,strengthen the excellent rural teachers’ exemplary role. However, in the process ofteachers complementary work in rural primary and secondary schools, there are stillsome outstanding problems, including: preparation of teachers in rural primary andsecondary schools standard cannot meet the actual, complementary avenue of specificoperational measures need to be improved, incentives measures to attract ruralteachers play less role, the lack of complementary work management scientificforesight and overall planning, rural teachers for series not post exit difficulty. Theinfluence factors on the teachers complementary work of primary and secondaryschools in rural areas has six aspects, such as idea, policy, investment, management,teachers, and environment, etc.Survey shows, it’s not a technical issue to improve rural teachers complementarywork difficulty, but the conflict problem about profound value ideas. It need to clearthe value orientation of the teachers complementary work in rural primary andsecondary schools, to implement the equal legal status between urban and ruralteachers; secure rural primary and secondary school teachers differences incompensation rights; ensure the rights to education for students in rural areas; base oneducation in rural areas of public welfare, to promote the teacher authority legalallocation. The rural teachers complementary work should adhere to the principle ofdiversification and scientific methods, to improve teacher preparation standardmethods, to broaden the complement pathway, increase incentive measures,improving management, strengthening teachers’ occupation and belief education. The government should be created the better conditions for rural teachers in order toattract outstanding graduates to teach in rural areas, letting teachers in rural primaryand secondary schools into an attractive occupation and gain full respect. Tostrengthen rural teachers’ sense of happiness, stabilize rural teachers, to improve thequality of rural education, teachers formed the orderly flow of personnel, so as toestablish a noble morality, love and dedication, reasonable structure, high qualityexcellent primary and secondary school teachers in rural areas.
