| The university period is important for College Students’ moral learning and moral construction. What kind of moral concept and behavior they are to develop is related to China’s modernization and the realizing of the great rejuvenation of the Chinese nation. As the most direct carrier of ideological and political education of college students, the college counselors is the backbone of Ideological and political education, shouldering the important mission of training, and guiding students to grow up. It’s far from enough for the College counselors to do a good job in Ideological and political work of college students only depending on the position of their duties, and other power influence work. We must strengthen the non-power-influence in order to enhance the effect of Ideological and political education. The present study on the counselors’ non-power-influence is mainly focused on the concept, function, requirements and other surface, relatively few studies are from the perspective of the formation mechanism, and they are lack of depth, based on which the paper’s topic is proposed.In this paper, the subject of University Counselor non-power-influence is explored thoroughly, in addition to the introduction, the paper is divided into three parts:the first part is about the connotation of college counselors, non authority influence foundation and internal factors. The paper analysis on connotation of college counselors to establish the theoretical basis of non power influence and realistic basis. Basing on this, we know that this influence is mainly due to the instructor’s own factors, including a firm and correct political standpoint and attitude, a good ideological and moral quality of the knowledge structure of scientific thinking, rational way, the perfect personality and positive emotional, practical correct work style.
